Under the general direction of the Director of Development Services, the Neighborhood Services Manager oversees and manages the City’s neighborhood engagement, compliance, and revitalization programs. This position ensures effective implementation of City ordinances and community initiatives related to property maintenance, neighborhood improvement, and public engagement. - Manages daily operations of the City’s neighborhood services division, ensuring compliance with applicable local and state codes.
- Establishes short and long-term goals, objectives, policies, and priorities for neighborhood services and improvement activities.
- Supervises, trains, and evaluates staff performance to maintain a high standard of service delivery.
- Develops and implements strategies to improve departmental efficiency, response times, and resident engagement.
- Reviews and evaluates reports, program results, and documentation for accuracy and consistency.
- Coordinates activities with other City departments including Police, Fire, Planning & Zoning, Building Inspection, and Public Works.
- Serves as liaison between the City, elected officials, citizens, and community organizations to address neighborhood concerns.
- Assists with budget preparation, financial oversight, and expenditure tracking for the Neighborhood Services Division.
- Oversees enforcement actions, community programs, and outreach efforts to ensure compliance and collaboration.
- Prepares and presents reports, recommendations, and updates to the City Council, boards, and commissions.
- Attends conferences, webinars, and trainings to enhance learning and professional growth.
- Represents the department at public hearings, community meetings, and neighborhood events.
- Performs other related duties as assigned.
- Knowledge of neighborhood engagement principles, community development practices, and applicable laws and ordinances.
- Knowledge of building, zoning, and property maintenance codes and City ordinances.
- Knowledge of principles of management, budgeting, and supervision.
- Skill in customer service and community engagement best practices.
- Knowledge of legal processes related to neighborhood programs, abatement, and municipal operations.
- Skill to communicate effectively with staff, citizens, and elected officials.
- Ability to manage and develop professional staff, providing leadership and accountability.
- Ability to analyze and interpret complex codes, ordinances, and regulations.
- Skill to resolve conflicts and negotiate solutions to neighborhood and community issues.
- Ability to use judgment and discretion in decision-making and problem-solving.
- Ability to represent the City of Denison professionally in public forums and media.
- Ability to maintain membership with Code Enforcement Association of Texas.
- Ability to maintain timely and consistent attendance.
Minimum Required Qualifications
- Bachelor’s degree in public administration, business management, urban planning, or a related field.
- Minimum of four (4) years of experience in community development, neighborhood services, code compliance, or a related municipal field.
- At least two (2) years of supervisory or project management experience.
- Equivalent combinations of education and experience may be considered.
- Must possess or obtain certification as a Registered Code Enforcement Officer by the Texas State Department of Health Services or equivalent within twelve (12) months of employment.
- Valid Texas Class C Driver’s License with a satisfactory driving record.
- Experience working in a municipal government environment.
- Knowledge of Denison’s municipal codes, ordinances, and neighborhood programs.
- Knowledge of Texas Local Government Code as it relates to Code Enforcement.
- Current certification from the International Code Council as a Property Maintenance and Housing Inspector.
- Bilingual skills (English/Spanish) are preferred.
- Experience with budgeting, performance tracking, and staff development.
