GENERAL PURPOSE: 
Performs advanced-level professional work in engineering and project management functions related to the planning, design, review, construction, operation, maintenance and inspection of public facilities and private developments within the Utilities and Engineering Department. Performs technical review of plans related to water, wastewater, stormwater, paving, grading, drainage, traffic, and landscape improvements. Responsible for field oversight of construction projects. This position requires  advanced-level experience and the ability to exercises independent judgment in interpreting and applying policies and procedures. Determines appropriate courses of action with minimal supervision and seeks technical guidance only for unusual or highly complex issues.

HOURS OF WORK:  Monday through Thursday, 7:00 AM to 6:00 PM.  Days and hours are subject to change.EXAMPLES OF ESSENTIAL FUNCTIONS:

  • Reviews, processes, and approves site and engineering plans, engineering building permits, sustainable development applications, water and wastewater agreements, and various types of bonds to ensure conformance with City, county, and state code standards pertaining to the design and construction of traffic, water, stormwater, sewer, paving, grading, drainage, and landscape improvements Oversees and monitors all performance and maintenance bonds; ensures compliance and authorizes bond release upon fulfillment of obligations
  • Oversees code conformance in the construction of projects and performs construction inspection Collects and analyses data; develops and makes recommendations for effective resolution
  • Conduct interviews for engineering personnel
  • Coordinates and meets with other departments, governmental agencies, consultants, developers, and contractors on engineering  related issues including planning, design, permitting, certification, and construction of public and private projects
  • Identifies issues and contributing factors that may impact project progress; evaluates risks and supports the development of corrective actions
  • Meets with residents regarding engineering related issues such as water/wastewater/stormwater connections, traffic calming studies, paving, grading, drainage, and landscape concerns
  • Interacts with, communicates across, and provides guidance to diverse groups and individuals within the department
  • Investigates and responds to complaints, requests for information, and emergency situations in a timely and professional manner; ensures appropriate resolution and follow-up
  • Manages consultant, contractor, and subcontractor agreements, including oversight of performance, compliance, and deliverables in accordance with contractual requirements
  • Prepares a variety of written documents, including reports, notices, contracts, agenda items, Resolutions and Ordinances.
  • Prepares and submits city, county, and state applications for capital improvement projects; compiles supporting documentation and coordinates with regulatory agencies. Notifies affected residents and stakeholders of project activities and requirements 
  • Reviews and interprets various codes, ordinances and regulations to ensure compliance
  • Assists in the design and preparation of design plans, cost estimates, and specifications for City projects 
  • Punctuality and regular attendance are essential functions of this position
  • Performs other duties as assigned and/or required
MINIMUM QUALIFICATIONS:

Bachelor’s degree in civil engineering, construction engineering and management, or closely related field; supplemented by Four (4) or more years’ progressively responsible experience in engineering construction. Engineer intern (EI) Certification in the State of Florida is preferred.

Must have a valid Florida driver license, Class E or higher.

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Knowledge of standard engineering terms and concepts
  • Advanced knowledge of Microsoft Office products (Word, Excel, PowerPoint, and Outlook), and design and Geographic Information System (GIS) software
  • Skill in providing good customer service
  • Ability to read and interpret contracts, specifications, site plans, blueprints, and shop drawings
  • Ability to perform engineering calculations
  • Ability to make decisions in accordance with City/department policies
  • Ability to read, interpret and explain ordinances, codes, agreements and related documents
  • Ability to quickly and independently learn new software
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes
  • Ability to clearly communicate and understand information in English, both orally and in writing 
  • Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
  • Ability to regularly attend work and arrive punctually for designated work schedule

PHYSICAL REQUIREMENTS:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Usually involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of standing and/or walking.

ENVIRONMENTAL REQUIREMENTS:

Tasks are regularly performed outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

SENSORY REQUIREMENTS:

Some tasks require manual dexterity, in addition to visual and hearing acuity.
