Chief Rehabilitation Supervisor

Typical duties performed, include, but are not limited to oversight of daily operations to ensure alignment with departmental objectives and organizational priorities. Dependent upon service area, may manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes.   Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness.  Monitor performance metrics and identify opportunities for process improvement.   Collaborate with leadership and cross-functional teams to support departmental initiatives.   Perform other job-related duties as required.

Bachelor’s degree required.   Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking.  Six (6) years of full-time management experience required.   Four (4) years of demonstrated leadership experience.   Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions.  Excellent written and verbal communication skills.  Valid State of Ohio Driver’s License required.

Position:

The Department of Community Development (CD) is seeking a Chief Rehabilitation Supervisor to serve in a leadership and supervisory capacity, with responsibility for overseeing residential rehabilitation programs and inspection staff. This role is responsible for directing and monitoring the work of Rehabilitation Inspectors, ensuring projects are completed in compliance with applicable codes, program requirements, and quality standards.

Within their scope of responsibility, the Chief Rehabilitation Supervisor oversees the development and review of rehabilitation specifications for 1–5 family residential properties, including energy conservation and lead hazard reduction measures. The position is also responsible for monitoring construction activities to ensure adherence to the General Specification Manual, Housing Code of the City of Cleveland, and all applicable ordinances, rules, and regulations.

This role includes oversight of contractor bidding and performance, monitoring project timelines, and ensuring work is completed in accordance with contract requirements. The Chief Rehabilitation Supervisor conducts quality assurance and quality control procedures, maintains progress reporting, and evaluates staff and contractor performance.

Additionally, the position is responsible for investigating and resolving homeowner and contractor complaints, issuing Stop Work Orders when necessary, and ensuring timely and appropriate resolution of issues. The Chief Rehabilitation Supervisor also plays a key role in developing staff, maintaining operational standards, and fostering collaborative relationships with community partners and other City departments.

About CD:

The Department of Community Development is the City’s core unit dedicated to designing and implementing programs that help to improve our neighborhoods, community networks and social structures, reduce and mitigate safety and health risks related to occupied and vacant properties, and coordinating with internal government units and external parties to help address housing shortfalls and homelessness matters. Our mission is to improve the quality of life in the City of Cleveland by strengthening our neighborhoods through successful housing rehabilitation efforts, commercial rehabilitation efforts, new housing construction, homeownership, and community focused human services. As a result, CD is the City’s lead department for implementation of more than $30 million in annual funding received from the U.S. Department of Housing and Urban Development (HUD), including funding for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) Program, Emergency Solutions Grant (ESG), and the Housing Opportunities for Persons with AIDS (HOPWA) Program.

CD consists of the following primary operating units (OUs):

  • Bureau of Program Operations;
  • Bureau of Community Programming;
  • Bureau of Residential Improvement; and
  • Bureau of Enterprise Operations;

The above OUs are led by Bureau Chiefs, who report to the Department’s Assistant Directors.

Preferred Departmental Qualifications
  • Minimum of five (5) years of experience in residential construction, rehabilitation, inspection, or construction management.
  • Minimum of three (3) years of supervisory or lead experience overseeing inspection staff, contractors, or construction-related teams.
  • Strong knowledge of residential building systems, including electrical, plumbing, HVAC, roofing, and structural components.
  • Extensive knowledge of applicable codes and regulations, including the Housing Code of the City of Cleveland, General Specification Standards, and federal housing program requirements (e.g., HUD, lead hazard reduction).
  • Experience developing and reviewing construction specifications and cost estimates for residential rehabilitation projects.
  • Experience overseeing contractor bidding, contract compliance, and project timelines.
  • State certification as a Lead Risk Assessor and/or Lead Abatement Contractor preferred (or ability to obtain within a specified timeframe).
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Residential Building Inspectors license (RBI).
  • Bilingual.
  • Strong written and verbal communication skills with the ability to effectively engage diverse stakeholders.

Salary : $75,000 - $85,000
