City Planner / Main Street Coordinator
GENERAL SUMMARY
The City Planner is responsible for directing advanced planning activities, comprehensive plan updates, zoning and subdivision ordinance administration, and community development projects. The City Planner provides professional guidance to boards, commissions, developers, and the public while ensuring compliance with state and local regulations.
SUPERVISION
General supervision is provided by the City Engineer. Provides leadership, guidance, and oversight in both daily operations and long-term planning of the Engineering & Development Services Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Planning and Development Review:
- With the City Engineer, conducts annual review and updates of the Comprehensive Plan and development ordinances, including zoning and subdivision regulations.
- Oversees zoning cases, subdivision plats, variances, annexation requests, and comprehensive plan amendments.
- Directs and manages complex land development projects and applications.
- Implements and streamlines development review processes to improve efficiency and customer service.
- Leads the implementation of the Downtown Master Plan and long-range planning initiatives.
- Serves as the Texas Mainstreet Coordinator and manages the Mainstreet Program.
Boards, Commissions, and Community Relations:
- Serves as staff liaison to the Planning and Zoning Commission, Zoning Board of Adjustment, and other assigned boards and committees.
- Attends and presents at public meetings, ensuring statutory deadlines and public notice requirements are met.
- Meets with developers, property owners, and builders to provide guidance on planning and zoning matters.
- Represents the City in meetings with elected officials, advisory boards, and community stakeholders.
- Provides professional recommendations and technical expertise to City Council, boards, and the public.
MINIMUM JOB REQUIREMENTS
Education
- Bachelor's degree in Urban Planning, Architecture, Urban Design, or related field required.
- Minimum of 2 years of municipal planning experience.
- Master's degree in Urban Planning, Architecture, or Urban Design preferred.
Certificates and Licenses
- American Institute of Certified Planners (AICP) Certification preferred.
- Valid Class C Texas Driver's License with acceptable driving record.
Knowledge, Skills, and Abilities
- Strong knowledge of planning principles, practices, and methods related to municipal development.
- Familiarity with Planning & Zoning principles, practices, and methods related to municipal development.
- Strong problem-solving and decision-making skills in both technical and managerial contexts.
- Effective communication and presentation skills for working with staff, officials, contractors, and the public.
- Ability to work effectively with various Boards, Advisors, or other stakeholders.
WORK ENVIRONMENT
Work is performed primarily in an office environment with occasional work outdoors at construction sites or field inspections. Exposure to weather conditions, construction hazards, and noise is possible. Must be available for extended hours during emergencies or critical project deadlines.
PHYSICAL DEMANDS
This position requires the ability to walk, stand, climb, or stoop at construction sites; occasionally lift and carry objects up to 25 lbs.; and operate standard office and field equipment. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
Salary : $65,000 - $85,000
