Summary

Deputy City Engineer, under the general supervision of the Assistant Director of Public Work – Engineering, administers permitting, inspection, and acceptance of private public works. This leadership role supervises engineering staff and manages critical municipal engineering functions, including land development, floodplain administration, and capital infrastructure projects. It also involves stakeholder coordination and citizen response.

Essential Duties And Responsibilities

• Manages Public Works (PW) land development review, attending public and staff meetings to ensure compliance with City ordinances and standards
• Oversees the full lifecycle of public works infrastructure projects, from permitting and inspection to design, construction, and acceptance of water, sewer, street, and drainage systems
• Supervises PW Inspectors and recommends updates to City construction details and specifications as necessary
• Directs and ensures compliance with critical environmental programs, including managing the Municipal Stormwater Program (MS4) and backflow prevention, maintaining close coordination with federal and state regulatory agencies like Texas Commission on Environmental Quality (TCEQ)
• Supervises TCEQ Stormwater Program Manager (or TCEQ Stormwater Program Tech)
• Coordinates with private consulting engineers, as needed
• Manages construction and professional services contracts
• Provides proactive project management and timely reporting to various City departments
• Provides technical assistance to citizens, City departments, private contractors, and outside agencies
• Provides emergency management support, when needed
• Serves as Acting Assistant Director of PW - Engineering in the absence of the Assistant Director of PW - Engineering
• Serves as Floodplain Administrator and DSAB Liaison
• Attends City Council Meetings and Workshops as needed
• Maintains the Engineering Divisions archive of floodplain permits, drainage reports, and geotechnical investigation reports
• Supervises the division’s Administrative Assistant
• Stays informed and updated on changes in engineering technologies by reading and attending seminars
• Alerts leadership when regulatory compliance changes may impact operations and/or existing budgets
• Performs diverse administrative duties, including attending meetings, managing inquiries, and providing cross-departmental support
• Manages and oversees the division's budget, including making recommendations and approving purchases up to $1,000 without approval from supervisor
• Follows City policies, procedures, and safety guidelines
• Performs other duties as assigned
  
  
  

Minimum Qualifications

• Bachelor of Science degree in Engineering from an engineering curriculum accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET)
• Six (6) years of professional engineering experience either as an employee of a city or as an Engineering consultant to cities
• Four (4) years of experience in a managerial position
  
  
  

Certifications, Licenses, and Registrations

• Official licensure as a Professional Engineer in the State of Texas
• Official licensure as a Certified Floodplain Manager in the State of Texas, or the ability to obtain one within 12 months of employment
