General Description and Classification Standards:

The Assistant Manager, Grant Services is responsible for the planning, implementation, coordination, and oversight of grant-funded programs and initiatives. This position ensures that all program activities align with established goals, funding requirements, and organizational priorities. The Program Manager leads project design, monitors performance metrics, manages documentation and compliance, and facilitates cross-functional collaboration to ensure timely and effective program delivery.

Supervision Received:

Reports directly to the Grant Services Manager and operates with a high degree of independence while adhering to organizational policies, grant requirements, and strategic objectives.

Responsibilities

Essential Duties and Responsibilities:

  • Oversee the full lifecycle of grant-funded programs, including project conception, planning, implementation, monitoring, and closeout.
  • Develop program goals, objectives, timelines, and performance indicators to ensure alignment with grant requirements and organizational priorities.
  • Maintain comprehensive knowledge of grant policies, procedures, and compliance requirements to ensure adherence across all program activities.
  • Review and assess program documentation, including scopes of work, budgets, work specifications, maps, photographs, and supporting materials for accuracy and compliance.
  • Draft, review, and manage agreements, contracts, and program-related documentation.
  • Coordinate and collaborate with internal teams, contractors, and external stakeholders to assign tasks, manage workflows, and ensure timely project execution.
  • Track and evaluate program performance using data-driven approaches and prepare regular reports for leadership and funders.
  • Ensure all program activities meet applicable federal, state, and local guidelines, standards, and regulatory requirements.
  • Identify risks, challenges, and opportunities for improvement and implement corrective actions as needed.
  • Support budget monitoring and resource allocation to ensure efficient and compliant use of grant funds.
  • Facilitate communication across project teams to ensure alignment, accountability, and transparency.

Qualifications

Minimum Qualifications:

Education and Experience -

  • Bachelor’s degree in public health, Public Administration, Business Administration, or a related field
  • Three (3) to five (5) years of experience in program management, grant administration, or project coordination

Licensures and Certifications –

Project Management Professional (PMP) or Certified associate in project management (CAPM) preferred but not required

Preferred Requirements –

  • Master’s degree in Public Health (MPH), Public Administration (MPA), or related field
  • Experience managing federally or state-funded grants
  • Experience in contract review, procurement processes, and compliance monitoring
  • Strong background in data analysis, reporting, and performance measurement
  • Experience working in government, public health, housing, or community development programs
  • Familiarity with financial management systems and grant reporting tools

Work Environment:

This position operates in a professional office environment with a combination of in-person and remote work, depending on organizational needs. The role may require extended periods of sitting, working at a computer, and attending meetings. Occasional travel may be required for site visits, stakeholder engagement, or program monitoring. The position may involve managing multiple deadlines and priorities in a dynamic, fast-paced environment.

Lifting Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.

Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Very heavy work: Exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
