ASSISTANT CITY MANAGER

Under the direction of the City Manager, the Assistant City Manager oversees and coordinates City operations, services, and strategic initiatives. Provides executive oversight to assigned departments, ensures effective interdepartmental coordination, supports budget development and administration, and monitors City programs and internal controls. Serves as a key member of the City Manager’s executive team, providing high-level administrative support while promoting organizational efficiency, accountability, and responsive customer service.

  • Direct and manage the activities of assigned departments; responsible for the high performance of these functions and ensure that departments meet the City's mission.
  • Develop strategic plans for major City operations and programs affecting the organization.
  • Initiate research and special studies in needed areas and report recommendations for corrective actions.
  • Assume management responsibility for assigned departments; and recommend and administer policies and procedures. 
  • Direct the activities of assigned departments by meeting with department managers to assign projects and responsibilities, review and evaluate work methods and procedures, and identify and resolve problems. 
  • Establish and/or approve performance standards governing the quality and quantity of work in assigned departments; evaluate progress toward accomplishments of long-term goals as well as daily activities.
  • Provide timely, accurate and thorough performance evaluations for supervised employees.
  • Lead the development and implementation of City department goals, objectives, policies and priorities. 
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; and direct and implement changes.
  • Provide highly complex and professional staff assistance to the City Manager; provide staff support to assigned boards and commissions; represent the City Manager in their absence. 
  • Prepare and present staff reports and other necessary correspondence as necessary. 
  • Interpret and administer City Ordinances; implement City and Council policies.
  • Respond to and resolve citizen inquiries and concerns; negotiate and resolve controversial issues; respond to City Manager, City Council, and city management team in a timely manner; explain, justify and defend City programs, policies, and activities.
  • Manage and supervise special projects and task forces. 
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of city management and administration.
  • Represent the City Manager at meetings, conferences, and at civic groups; lead and/or represent the City at the request of or in the absence of the City Manager.
  • Negotiate contracts and agreements with representatives of other governmental agencies, businesses, consultants and other agencies and parties. 
  • Adhere to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensure all behaviors comply with the City’s Personnel Policies and Procedures Manual.
  • Interact and meet with the public within the city offices or in the community on a regular basis.
  • Perform continual inspections of operational, administrative, and personnel functions and activities to identify any inefficiencies and ineffectiveness and then implement corrective workable solutions.
  • Review applicable Federal, State, and City laws, ordinances and regulations for compliance, and make recommendations to appropriate departments where non-compliance issues might arise or develop and implement new ordinances and regulations to enhance, update, modify or clarify existing ordinances.
  • Perform other related duties as required.

Master’s degree from an accredited college or university with major coursework in public administration, business administration, or a related field and eight years of increasingly responsible experience in government or business management, including four years of administrative and supervisory experience.

Experience serving as a City Manager, Assistant/Deputy City Manager or senior Department Director in a progressive metropolitan environment where growth management, customer service, high ethical standards and open communications are valued.

Must possess a valid Class “C” driver's license and obtain a Class C Texas driver's license within 60 days of job appointment.  

Must pass a pre-employment drug screen, criminal background check, and MVR check.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS

Regular use of complex machines and equipment (desktop/laptop computer and software, etc.)

Salary : $168,879 - $211,825
