Under general supervision of the Director of Development Services, the Planner I performs professional-level planning duties, carrying technical planning functions with a degree of independence. The Planner I will master the execution of sophisticated technical planning responsibilities through regulatory interpretation and independent decision making to effectively process development application submittals according to prescribed protocols, performing comprehensive and precise development reviews, and upholding the highest standards of customer service.

- Perform technical and professional planning functions, process development applications including draft development agreements and processing of annexations.
- Coordinate and facilitate meetings with developers, brokers, architects, and consultants.
- Provide information to developers, neighbors, outside organizations, and other employees by responding to general inquiries including basic land use, signage, subdivision questions, and provide guidance on processes via phone and/or email.
- Prepare property owner and newspaper publication notices, assist in updating departmental publications and informational materials.
- Identify, as needed, and prepare amendments to relevant codes, ordinances, procedures, policies, and guidelines for the purpose of improving the development review process and meeting community objectives.
- Implement and enforce the Zoning Ordinance, Subdivision Ordinance, Sign regulations, Comprehensive Plan, and other applicable City Ordinances. Provide general Staff support.
- Coordinate review processes with engineering, fire, and other city departments, leading in development plan reviews, field inspections, and preparing staff reports for commissions.
- Facilitate planning and zoning application processing, employing technical expertise and sound judgment for routine and moderately complex projects.
- Interpret and enforce local codes, ordinances, and development standards with attention to regulatory detail and compliance.
- Perform comprehensive research and data analysis to inform decision-making, supporting staff reports and recommendations for planning boards.
- Engage with the public and stakeholders to communicate planning concepts, project requirements, and regulatory compliance.
- Contribute to the delivery of community development projects, capital improvements, and strategic plans.
- Enhance department knowledge base through research, data management, and consistent reviews.
- Demonstrate adaptability to make decisions by assisting with special assignments, policy updates, and interdepartmental coordination.
- lead and manage development-related project meetings, serving as the primary coordinator and representative of the city and the development services department.
- May assist with developing long-range forecasts of land use and demographics, conducting research, and participating in other special projects as assigned.
- This position may also provide information and other services to neighbors, outside organizations/agencies and employees.
- Perform any other duties as required or assigned.
Basic to Intermediate skills: GIS, Database, Blue Beam, Adobe, Presentation/PowerPoint, Spreadsheet, Word Processing/Typing is preferred.
Must possess a Floodplain Manager Certification or obtain within two (2) years of hire or promotion.
Must possess a valid Class “C” driver’s license when hired.
Must pass a pre-employment drug screen, criminal background check, and MVR check.
Any equivalent combination of education and experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements as determined by the department director.USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS

Salary : $58,656 - $73,572
