Developmental Disability Day Support Supervisor

An Overview

The Developmental Disability Day Support Supervisor assists in directing, coordinating and supervising the DCHS ID Vocational Services Program (Day Support Program, Workshop, Enclave, and Supported Competitive Employment) designed to provide employment options and community inclusion to developmentally disabled adults. The incumbent participates in implementing program policies and plans; performs a limited amount of direct support; conducting research to identify new program opportunities; making presentations to private industry, government agencies and the community to solicit contract work or program participation; designing assessment tools; planning, assigning, reviewing work of on-site supervisors; designing jobs based on task analysis; serving as liaison between the City and participating companies/agencies; resolving operating, administrative, and client problems; negotiating contracts and agreements; developing and monitoring participants behavior and employment plans; and training and counseling participants and their families or care providers. Work is performed with considerable latitude for the exercise of independent judgment under the general supervision of the Director of Vocational Services.


The Opportunity
  • Plans, organizes, assigns, and reviews work of Direct Support Technicians;
  • Participates in the hiring, supervising, and training of all Direct Support Technicians staff;
  • Acts for the Vocational Services Coordinator in the event of his/her absence or position vacancy;
  • Oversees and participates in job design, task analysis, development of time standards, and development of methods for tracking worker outcomes;
  • Monitors the results of time studies which determine piece rate and prorated hourly wages to be paid to workers with disabilities to ensure compliance with Department of Labor and program requirements;
  • Assists with the Development of program policies and procedures and monitors staff compliance where applicable;
  • Facilitates and coordinates interactive working relationships with a wide range of City, local, regional, state and federal organizations/agencies which provide services for or influence positively the overall success of individuals with developmental disabilities and the programs in which they are employed;
  • Ensures program compliance with established standards, City requirements, and regulatory agency requirements;
  • Provides assistance to program staff to facilitate worker employment within competitive jobs, enclaves, and crews;
  • Designs, or participates in the design, of assessment tools and screens and evaluates potential workers;
  • Refers individuals to other programs as needed;
  • Establishes and maintains effective working relations with contractor/employer/host company as well as with federal, state and local agencies to ensure smooth operation of the program and adequate provision of services to clients;
  • Conducts market studies and similar research to identify and evaluate potential program participants;
  • Prepares and issues invoices, client/Staff payroll and maintains accounts receivable/payroll ledger;
  • Ensures security and maintenance of personnel files for employees and clients;
  • Develops or participates in the development of the program plans;
  • Participates in the preparation and negotiation of contracts;
  • Provides behavior management and crisis intervention services;
  • In the absence of subordinates, provides direct supervision of disabled clients;
  • Participates in developing long-range plans for all program areas;
  • Conducts discussions with case managers, supervisors and co-workers in order to monitor progress and problems that arise;
  • Maintains client records according to CARF standards, Departmental Standards, and State Licensure;
  • Writes progress notes, treatment plans, documents incidents, events;
  • Provides program and consumers' information to involved individuals and agencies, including parents, guardians, advocates, residential services providers, case workers, Social Security, department of labor, and Department of Rehabilitative Services;
  • Interchangeably provides back up supervision for both the ID Day Support and ID Employment program;
  • Adhere to all HCSB setting requirements including, making sure the setting is integrated and supports full access to the greater community. This includes opportunities to seek employment and work in competitive integrated settings, engage in community life, control personal resources and receive services in the community, to the same degree of access as individuals who do not receive HCBS;
  • Performs related work as required;
  • Follow all rules and practices that facilitate community access should be established. ID individuals should not be isolated from individuals who do not have disabilities;
  • Support individuals in their desires to participate in the community providing opportunities for new experiences using the philosophy and practice of person-centered thinking;
  • Ensure individuals have opportunities and supports needed to be fully included in the community;
  • Identify information on transportation options;
  • Assist with developing meaningful relationships;
  • Ensure that individuals have services, resources, and supports to explore and engage in meaningful activities;
  • Performs related work as required.

About the Department
The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

Minimum & Additional Requirements

Four-Year College Degree; three years of experience working in vocational or other programs with individuals with severe/profound disabilities; some of which shall have involved working in a supervisory and administrative capacity; and completion of college-level courses in psychology, sociology, rehabilitation, education, special education, or a related field; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

Preferred Qualifications

Previous experience managing a program with Individuals with an intellectual disability, and/or prior experience working in either a supported employment program or a day support program. Employees must possess a valid driver's license issued by the state of their residence. At least two (2) years of progressive leadership experience, including direct supervision of 10 or more employees. At least one (1) year of experience using WAMS.

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; Verification of education/certifications; Drug screening; and Driver's license.

Schedule:
On-Site,Monday – Friday 8:00AM – 4:00PM or Tuesday-Friday 7:00AM – 5:00PM. No weekends or nights.
