This is technical support and supervisory work as deputy to the Clerk of Council.

An employee in this class serves as assistant to the Clerk of Council with responsibility for the publication, electronic storage, distribution, and custody of all proceedings of the City Council.

Works under the general supervision of the Clerk of Council with considerable independence in carrying out the duties and responsibilities of the position.
Assists in the preparation, distribution and recording of all documents and legislation to be introduced to Council and committees.  Attends and directs in person and virtual regular and special meetings of the Council and committees; presents agendas, calls attendance, tallies votes, and records minutes in the absence of the Clerk of Council.   Publishes, files, indexes, cross-references, and electronically maintains the permanent custody of Council documents.  Administers the processing through all required channels of legislation passed by Council.  Administers the timely preparation and publication of notifications for public hearings on assessments, budget, tax, and zoning changes.  Assures that advertised legislation meets legal and administrative requirements.  Coordinates the advertisement and maintenance of Traffic Regulation orders.  Processes complaints received from the public and prepares related correspondences for Council members.  Handles escalated complaints from the public, advising and directing the complainant to the proper City department, 3-1-1 Customer Service, or appropriate Council Person.  Processes personnel and office transactions such as leave requests, travels, payroll, and purchase requisitions.  Compiles and assembles a variety of data for Council members, City officials and the public.  Maintains constant contact and information exchange with the administration, other City offices, news media and the general public.  Operates a variety of office equipment such as personal computer with standard and customized software, printer, copier, microfilm reader, fax machine, and scanner.  Assumes duties of the Clerk of Council in his/her absence.  Performs related work as required.

Graduation from an accredited high school or GED and a minimum of three years of advanced office support paid experience in City Council operations or equivalent related paid experience.

Knowledge of federal, state, and local laws, ordinances, and regulations governing or bearing on the activities of the City Council and its staff office. Knowledge of Rules of Council and parliamentary procedures.  Knowledge of Robert’s Rules of Order.  Knowledge of modern office methods and practices, including electronic data storage, cross-referencing, filing, distribution, and custody of voluminous legislative or other legal material.  Knowledge of the general aspects of City government and departmental duties and responsibilities.  Knowledge of the City's rules and procedures governing divisional purchasing, payroll, accounting and personnel activities and transactions. 

Skill in operating personal computers and other standard office equipment to communicate, prepare documents and reports, electronically maintain documents, maintain calendars and agendas, schedule virtual meetings, search and query data, and maintain custody of public records.  Skill in establishing and maintaining effective working relationships with department heads, coworkers, and the general public.  

Ability to effectively plan, assign, and supervise the work of an office support staff and to schedule work to meet legally established deadlines.  Ability to prepare concise and correct legislative records and summaries.  Ability to effectively convey information to others through spoken or written communications using standard and electronic communications media.  List of essential job functions available upon request. 

This is a classified position.  

The selection process will consist of a competitive examination with credit for education and experience.  A passing score must be obtained on the competitive examination in order to receive credit for education and experience.  TEST WEIGHTS:  Competitive Examination 70%, Education 20%, Experience 10%.  

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

RESIDENCY:  Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.  VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.

NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates.  The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

Salary : $54,267 - $72,405
