The Department of Budget and Fiscal Services (BFS), Treasury Division, is seeking a reliable Senior Account Clerk! These full-time, permanent positions, located in Honolulu, involve billing, collecting, and reporting real property taxes and fees, assisting with delinquent accounts, and applying laws and procedures to support City revenue collection.
What You'll Do:
In the Foreclosure Section
- Lead enforcement of delinquent accounts by contacting taxpayers, assessing their financial situations, securing payment arrangements, and initiating liens or legal action when necessary.
- Analyze and manage tax accounts by reviewing financial records, determining ability to pay, updating account information, and ensuring accurate billing and transactions.
- Provide guidance and resolve account issues by explaining tax laws, handling disputes, processing refunds or adjustments, and assisting taxpayers with clear, professional communication.
- Perform other related duties as required.
- Review and process tax relief applications and deferral claims by auditing for accuracy, verifying eligibility, issuing refunds or adjustments, and supporting fraud prevention efforts.
- Manage records and appeal processes by organizing documentation, tracking applications, handling hearings, updating files, and correcting data as needed.
- Support taxpayers and community outreach by explaining tax credit programs, assisting applicants, and participating in events to increase public awareness.
- Perform other related duties as required.
Special Work Requirements:
- Work schedule is Monday - Friday from 7:45 a.m. until 4:30 p.m.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school. Responsible work experience demonstrating the ability to perform the essential functions of the job may be substituted for education.
EXPERIENCE REQUIREMENT:
Two (2) years of account record keeping work and/or the collection and accounting of money.
Must be able to:
- Apply bookkeeping practices to keep accurate records
- Use proper grammar and spelling in writing
- Maintain organized filing systems
- Maintain and interpret fiscal records accurately
- Prepare clear financial reports
- Perform basic math accurately
- Compare names and numbers for accuracy
- Follow and give clear instructions
- Work well with others
Substitution:
- An Associate's degree in Accounting from an accredited college or university will substitute for up to one year of experience in account record keeping and/or the collection and accounting of money.
- A Bachelor's degree in Accounting or a related field with at least 12 semester credit hours in accounting or auditing courses, of which six must be above the elementary course level and from an accredited four-year college or university, will substitute for ALL of the required experience.
LICENSE REQUIREMENT:
Valid Driver's License (Type 3/automobile), as required.
