What are the responsibilities and job description for the INVESTIGATOR III (SR-24) [2 vacancies] position at City and County of Honolulu?
The Department of the Prosecuting Attorney (PAT) is seeking to fill Investigator III positions within their Investigative Services Division. Under the general supervision of the Deputy Prosecuting Attorney or the Investigator IV, this position conducts investigations of the most complex, confidential, or sensitive criminal cases being considered or readied for prosecution.
What You Will Do
- Perform investigative tasks such as obtaining additional, clarifying, or substantiating information and facts by reviewing case records; accessing computerized information systems to obtain comprehensive data about the suspect, witnesses, and others involved in the case; by interviewing persons involved in the case to verify or to obtain information, and by reviewing records of other cases that may have relevance to the case being investigated.
- Locate and interview new witnesses. Visit crime scenes to make and record observations, may take photographs, including aerial photographs, and produce charts and other graphic materials of the crime scene. Review findings and reports submitted by other investigators who may be assigned to assist in the case; provide oral and written reports of findings.
- Locate witnesses required in court proceeding and serves subpoenas; may serve as senior investigator in tracking down persons evading service of subpoenas and penal summons; apprehend persons on arrest warrants or contempt warrants issued by the court.
- Participate in presenting cases before the Grand Jury and in court proceedings, including trials; testify as a witness for the prosecution; assist the Deputy Prosecuting Attorney in court by attending proceedings, taking notes, and providing information about the testimony given by witnesses; participate in the preparation of legal documents.
- Perform other related duties as required.
Special Working Conditions
Must be physically able and qualified to handle and use a firearm because of the potential dangers posed by crime suspects and hostile witnesses who may be armed or otherwise be able to inflict bodily injury to the investigator. The incumbent is a sworn law enforcement officer with the same power and privileges of a police officer as provided by the revised Charter of the City and County of Honolulu. These appointed duties and responsibilities place the incumbent in dangerous or potentially dangerous situations requiring investigators to be armed and proficient in the use of firearms to protect themselves and the public.
Must also be physically fit and agile to apply reasonable force in light of the facts and circumstances at all times, depending on the severity of the crime, the threat to the safety of the investigator and others, and the level of resistance and the person's overall behavior. The incumbent must be physically able to apply the different levels of force or control.

Equivalent to graduation from an accredited four-year college or university with major work in police science, sociology, psychology, public administration, or a related field.

EXPERIENCE REQUIREMENT:
- Knowledge of: investigational methods and techniques; the rules of evidence and laws of arrest; court procedures and legal instruments; the jurisdiction and functions of the various law enforcement and other governmental agencies and departments; interviewing and interrogating techniques; report writing; the geographic, economic, social and racial composition of the community.
- Ability to: interpret laws, rules, and regulations; make sound observations, remember facts, and give testimony based thereon; secure and analyze data; prepare clear and concise reports; size up people and situations; understand the psychology of human behavior; deal effectively with the public and representatives of other government agencies.
