Position Information
The Department of Emergency Management (DEM) is seeking an Emergency Management Specialist VI to lead their Logistics & Telecommunications Section in Honolulu. This position oversees and directs overall program implementation for these functional areas, provides supervision for section staff and acts as the principal advisor to the Department Director/Deputy on emergency management issues and functions within the section's scope.
What You Will Do
- Logistics and Telecommunications Planning: supervise the development, review, and maintenance of emergency plans; advise Department leadership on recommended planning priorities.
- Operational Readiness of Facilities and Equipment: oversee and coordinate operational readiness across logistics, communications, and information systems, ensuring facilities, systems, equipment, software platforms, and emergency supplies are maintained in a state of readiness; supervise the maintenance and upgrade of all department facilities; manage the identification of emergency facilities and properties needed to support emergency operations.
- Supervision and Personnel Management: provide direct supervision to assigned technical and professional staff by assigning work, setting priorities, monitoring performance, and conducting evaluations; ensure staff are properly trained; address employee performance issues and support staff development.
- Perform other related duties as required.
- Subject to calls 24-hours per day for emergencies with contact via cellular phone.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university.
Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
For example:
- Four years of professional work experience, in any occupation, may substitute for a general bachelor's degree.
- Four years of general work experience (does not need to be professional level experience) in emergency management may substitute for a general bachelor's degree.

EXPERIENCE REQUIREMENT:
Four (4) years of progressively responsible professional experience in planning or program management, two (2) of which involved:

Leading the development of logistical components of emergency management plans;
OR - Overseeing programmatic planning, operational readiness, and continuity of measures for key logistics functions.
LICENSE REQUIREMENT:
Possession of an appropriate valid driver's license (automobile/Type 3), prior to appointment.
