What are the responsibilities and job description for the BVA: Supervisor of Special Education position at Chester County Intermediate Unit?
- Provide strategic leadership and oversight for all virtual K–12 special education services, ensuring compliance with IDEA, Chapter 14, Section 504, and all state and federal regulations.
- Develop, implement, and continuously improve policies, procedures, and service delivery practices for virtual special education.
- Monitor IEP implementation, timelines, evaluations, documentation, reporting, and related services billing to ensure accuracy and compliance.
- Lead program evaluation and compliance monitoring efforts, including audit coordination and data-driven continuous improvement.
- Serve as the primary liaison to 40 Pennsylvania partner districts, building strong collaborative relationships through regular communication and travel.
- Align services with district policies, participate in IEP and evaluation meetings, and develop customized support plans to meet district needs.
- Supervise, hire, mentor, and evaluate special education teachers, related service providers, and support staff.
- Provide ongoing coaching and professional development in virtual best practices while fostering a collaborative, inclusive team culture.
- Oversee delivery of specialized instruction, related services, assistive technology, and accommodations to ensure equitable access and student success.
- Monitor student progress, support complex problem-solving, coordinate transition planning, and promote innovative approaches to virtual special education service delivery.
- Masters's degree in Special Education, Educational Leadership, or related required
- Valid Pennsylvania Special Education Supervisor Certification (PK-12) OR Special Education Teacher Certification with Supervisor/Principal Certification required
- Supervisory Letter of Eligibility preferred
- Minimum of 5 years of successful teaching experience in special education
- Minimum of 2 years of experience in a leadership, supervisory, or administrative role in special education
- Demonstrated experience working with K-12 students with diverse disabilities and learning needs
- Proven track record of building and maintaining effective partnerships with school districts and external stakeholders
- Strong technology skills and the ability to use technology to teach students
- Placement on band is based on years of direct experience in a comparable role.

This role serves as the primary liaison between BVA, partner school districts, families, and special education teams to ensure that students with disabilities receive appropriate, legally compliant, and high-quality educational experiences in the online setting.

This role serves as the primary liaison between BVA, partner school districts, families, and special education teams to ensure that students with disabilities receive appropriate, legally compliant, and high-quality educational experiences in the online setting.
This position requires exceptional flexibility, strong relationship-building skills, and the ability to travel to partner district locations throughout Pennsylvania, including regular visits to Philadelphia and other urban, suburban, and rural communities. The Special Education Supervisor will work collaboratively with district special education coordinators, BVA teachers, therapists, families, and external service providers to create innovative, student-centered solutions that support diverse learning needs in virtual environments.
