General Statement of Duties
Performs responsible technical and administrative work in the listing and assessment of personal property; provides general customer service in the Tax Department.
Distinguishing Features of the Class
An employee in this class performs a variety of technical tasks in support of listing and assessment of personal property including motor vehicles, mobile homes and trailers and maintaining associated records and files. Work also includes administering the exclusion program for the elderly and disabled and the disabled exclusion program. Work includes researching and compiling information and sending listing forms data base to vendor; establishing values using schedules and resources; and entering value information into data base. Considerable independent initiative, judgment and accuracy are required as well as strong customer service and technology skills. Tact is necessary in working with property owners and their representatives. Employee works in an office setting and are not substantially exposed to adverse environmental conditions. Work is evaluated through daily conferences, observation, and reports, and through analysis of accuracy and results obtained.
Essential Duties and Tasks
Downloads and reviews DMV lists, assigns values to vehicles, updates situs and valuations and reviews for accuracy; processes valuation appeals; creates refund reports.
Utilizes digital and/or manual references to determine valuation and situs of unregistered motor vehicles, mobile homes, aircraft, and other personal property as prescribed by N. C. General Statutes.
Writes letters and makes telephone calls to set up new accounts; performs research as needed; makes corrections, additions, deletions to maintain up to date billing files; sets up payment agreements.
Prepares gap and discovery bills; processes deed transfers of personal property; performs research as necessary to determine valuation and ownership.
Checks mobile home park listings and aircraft reports against tax listings to ensure correctness; writes letters to late listers, makes discovery listings as necessary for personal and real estate.
Processes adjustments, appeals and refunds through the NC Vehicle Tax System.
Assist public with questions and documentation needs; assists with listing property; creates letter of value when requested by attorneys for estates.
Administers exclusion program for the elderly and disabled exemptions and disability exclusion program; gathers, compiles and completes applications for taxpayers applying for these programs; researches deeds, ownership percentage, etc.; audits exemptions every four years.
Compiles, processes, enters and creates a wide variety of records in digital and hard cover form.
Additional Job Duties
Backs up other staff as needed.
Performs related duties as required.
Knowledge, Skills and Abilities
Considerable knowledge of the NC General Statues governing personal property valuation and taxation and ability to apply them consistently and explain them to the public.
Considerable knowledge of accepted practices in assessing personal property and collecting taxes.
Considerable knowledge of the source of information and research related to personal property ownership and valuation.
Knowledge of the application of information technology and specialized tax and assessment software.
Skill in customer service excellence, teamwork, research, and collaborative conflict resolution.
Skill in the use of office technology.
Ability to organize work for efficient processing, establish and follow effective work priorities and meet established deadlines.
Ability to communicate effectively in oral and written forms.
Ability to handle the public courteously and tactfully.
Ability to develop and maintain effective working relationships with County officials, staff, co-workers, and the general public.
Ability to interpret and explain laws, regulations and policies.
Ability to handle sensitive and controversial situations.
Physical Requirements
Must be able to perform the basic life operational skills of stooping, reaching, lifting, fingering, grasping, and repetitive motions.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push or otherwise move objects, including the human body.
Must possess the visual acuity to prepare and analyze data and figures, accounting, to operate a computer terminal, and extensive reading at distances close to the eyes.
Desirable Education and Experience
Associate’s degree in business, accounting or a related field, and experience in fiscal work, preferably in a tax-related field; or any equivalent combination of education and experience which provides the required skills, knowledge and abilities.
Special Requirements
Certification by the State of North Carolina as a Personal Property Appraiser within the time frame specified.
