Work Schedule: Two days per week 8:00 – 5:00:00 with an hour for lunch from 12:00 – 1:00. May require hours outside normal business hours during times of natural disaster, communicable disease response or bioterrorism events.

Description of Work:

Employee will perform a variety of administrative functions in assisting with Public Health Preparedness Program. Employees is responsible for interpreting, developing, and carrying out policies and procedures for Public Health preparedness program and with rabies control program. Will have major public contact functions including responsibility for acting as liaison between the clinical, emergency management, and environmental health departments and the public in interpreting policies and procedures with independent authority.

This class is distinguished from the Administrative Assistant II level by the broader involvement in program activities and the more discretionary judgement required in interpreting policy and program objectives. Work is reviewed for conformance with program objectives.

Receives, screens, reviews correspondence; assigns it to appropriate persons for preparation of replies with specific instructions for response; writes letters and reports for supervisor's review. Including, but not limited to: preparedness plans, monthly expenditure reports, epidemiology team, board of health. Complete quarterly notification drills, GETS Card checks, redundant communication platform and system checks within the geographical boundaries of the county. Complete annual Public Health Emergency preparedness self-assessment and submit all required forms and evidence. Complete a Chemical Incident Discussion-based exercise and an Administrative Preparedness Discussion-based exercise in accordance with CDC PHEP and PHP&R guidance. Maintain radio equipment, as assigned, to communicate with regional and state emergency communication networks. Establish and maintain an OSHA compliant respiratory protection program and uploading to NC DETECT database. Maintain a current ICS and NIMS organizational capacity. Serve as back-up PIO. Uploading an updated version for all public health emergency preparedness plans into the NC DETECT each year. Ensure considerations for at-risk individuals with access and functional needs. Participate at least quarterly with at least one jurisdictional representative on the CRI advisory committee and include a health equity representative to increase advocacy for communities of focus. Provide all plans and documents for review by PHP&R staff when requested.

Answers independently letters requiring decisions which tend to establish precedents or commit management to a course of action.

Drafts reports and materials requiring extensive research and interpretation. Including, but not limited to: monthly expenditure reports.

Serves as liaison to expedite flow of information and to interpret policies, procedures, rules, and regulations to many and varied facets of the organization as well as to the general public and the press.

Based on discussions with supervisor and other staff members, controls agenda, coordinates arrangements for meetings, conferences, workshop, and the like. Attends meetings as a participant or representative of management as instructed to do so..

Establishes administrative procedures for the public health preparedness program.

Participate in state and regional planning processes by attending, at minimum, 75% of the PHP&R regional planning meetings in the LHD PHP&R region or statewide engagement sessions. Attending the biennial NC Public Health Preparedness and Response Symposium. Ensure GETS card issued is returned when no longer employed as Preparedness Coordinator.

Performs related duties as required.

KNOWLEDGES, SKILLS, & ABILITIES:
Required Minimum Training (Must match State classification spec): Completion of high school or equivalent and six years of progressively responsible secretarial/administrative experience including two years of administrative or office management experience involving substantial public contact, information gathering and writing experience; or completion of a two year secretarial science or business administration program and four years of responsible secretarial or clerical/administrative experience including two years of administrative or office management experience; or completion of a four-year program in a college or university preferably with major emphasis on coursework in business administration, public administration or other related fields and one year of administrative or office management experience; or an equivalent combination of education and experience that provides the required knowledge, skills and abilities.
