SALARY RANGE

The advertised hiring range for the Hydro Operations Trainer is $126,080 - $157,600, with a maximum opportunity of up to $189,120 with tenure and strong performance.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

JOB POSTING

Overview
This position oversees and administers the operations training programs for multiple hydroelectric facilities, ensuring required instruction is developed, delivered, and compliant with North American Electric Reliability Corporation (NERC) and Federal Energy Regulatory Commission (FERC) standards. The role develops and delivers training for plant operators and support staff using a systematic approach that includes needs analysis, curriculum development, implementation, and continuous improvement.

Responsibilities

  • Develop and deliver organization-specific operational training, including instruction on applicable procedures and policies. Administer and evaluate training and assessments, ensuring required training activities and qualifications are accurately tracked and reported.
  • Develop, deliver, and administer the organization’s systematic operations training program, including initial and ongoing training plans, evaluating training effectiveness, and continuously improving training materials. Maintain job task analyses and verify personnel qualifications to ensure compliance with applicable regulatory and industry requirements.
  • Plan and coordinate hydro operations office initiatives and improvement projects, including participation in District-wide initiatives. Conduct assessments to define project requirements and specifications. Maintain and update plant documentation, including training materials, operating and maintenance procedures, and emergency response plans. Coordinate documentation development and revisions with Operations, Maintenance, Asset Management, and other stakeholders.
  • Support compliance owners in monitoring and demonstrating compliance with applicable NERC Reliability Standards. Establish and document controls in collaboration with stakeholders to ensure compliance. Prepare and maintain documentation related to operations training and qualifications. Assist with NERC and Western Electricity Coordinating Council (WECC) audit preparation for applicable personnel performance, emergency operations, and other regulatory standards.
  • Maintain current knowledge of the electric utility industry, emerging technologies, and applicable regulatory requirements through FERC, NERC, and WECC training and required certifications. Monitor changes to applicable standards and organizational policies and assist with implementing necessary updates.
  • Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
  • As a secondary function, drive a motorized vehicle while conducting business on behalf of the District.

Qualifications

Education

  • Associate Degree in Engineering, Mathematics, or a related technical field from an accredited two-year college or university is required.
  • Completion of a plant operations training program resulting in achievement of Plant Operator status or equivalent related experience (year for year) may substitute for the required education.

Experience

  • 5 years of experience working as a Plant Operator or in a closely related role supporting hydro operations within the electric utility industry is required.
  • Experience in developing training curriculum and delivering technical instruction is strongly preferred.

Licenses and Certifications

  • Valid Driver's License at hire and WA Driver's License within 30 days of hire
  • Professional certification in instructional design or talent development within one year of hire preferred.

  • Must be proficient in reading, writing and speaking English.

  • Pursuant to the North American Electric Reliability Corporation (NERC) standards, Chelan County Public Utility District #1 conducts background screening of personnel who have access to the District's critical physical and/or cyber assets.
