SALARY RANGE

The starting salary range for the Project Manager is $103,360 - $129,200 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $155,040, annualized.

The starting salary range for the Project Manager Senior is $115,840 - $144,800 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $173,760, annualized.

The starting salary range for the Project Manager Principal is $136,880 - $171,100 (based on qualifications). With tenure and strong performance in this role an employee may earn up to a maximum of $205,320, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview

The Project Manager (up to Principal) supports Chelan PUD’s mission by leading the planning, execution, and delivery of projects that strengthen the District’s power generation, transmission, distribution, telecommunications, and facilities infrastructure. This role is responsible for managing projects ranging from low complexity to highly complex, multi-year programs while ensuring safe, reliable, cost-effective, and timely delivery. Depending on experience level, incumbents may lead individual projects, oversee large portfolios and programs, develop District-wide project management practices, mentor project managers, and provide strategic leadership to support long-term utility goals and stewardship of public resources.

Responsibilities

  • Lead all phases of project and program delivery, including initiation, planning, execution, monitoring, control, and close-out, while meeting scope, schedule, budget, quality, and safety objectives.
  • Develop project plans, resource strategies, schedules, risk assessments, cost estimates, procurement approaches, and project controls to support successful delivery.
  • Manage contractors, consultants, vendors, and project teams to ensure compliance with contract requirements, District standards, and regulatory obligations.
  • Monitor project performance, identify and mitigate risks, resolve issues, and provide clear reporting to stakeholders, leadership, regulatory agencies, and other partners.
  • Build and lead high-performing project teams by coordinating resources, fostering collaboration, supporting decision-making, and promoting accountability.
  • Establish, apply, and continuously improve project management processes, controls, quality standards, and best practices across the District.
  • Mentor and develop project management staff while contributing to long-range planning, capital investment strategies, and organizational improvement initiatives.

Education & Experience

Bachelor’s degree in Construction Management, Electrical, Civil, or Mechanical Engineering, Network Engineering, or a related field is required.

Project Manager - CIP:

  • 3 years experience performing construction or major maintenance project management is required.
  • Candidates with experience managing multiple projects in the following areas are preferred:
  • Power plant rehabilitation or major maintenance
  • Major building construction
  • Utility transmission or distribution system construction
  • Telecommunication system cabling infrastructure, or similar

Project Manager Sr. CIP:

  • 7 years of experience in construction or major maintenance project management is required.
  • Preference will be given to candidates with a proven track record of managing multiple projects in the follow areas:
  • Power plant rehabilitation or major maintenance
  • Major building construction
  • Utility transmission or distribution system construction
  • Telecommunication system cabling infrastructure, or similar
  • Candidates with experience that closely aligns with the specific projects to be managed will be prioritized.

Project Manager Principal - CIP:

  • 10 years experience performing construction or major maintenance project management is required.
  • 15 years Demonstrated successful experience managing complex large-scale projects and programs required. Typical experience level is required.
  • Candidates with experience developing procedures and managing multiple projects and/or programs in the following areas are strongly preferred:
  • Power plant rehabilitation or major maintenance
  • Major building construction
  • Utility transmission or distribution system construction
  • Telecommunication system cabling infrastructure, or similar
  • Preference will be given to candidates with experience best aligned with the types of projects to be managed.

Licenses and Certifications

Project Manager - CIP:

  • Certified Project Management Professional (PMP)-PMI From the Project Management Institute within 24 months of entry into the role.
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire

Project Manager Sr. - CIP:

  • Certified Project Management Professional (PMP)-PMI within 24 months required.
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire required.

Project Manager Principal - CIP:

  • Portfolio Management Professional (PMP) From the Project Management Institute
  • Valid Driver's License at hire and WA Driver's License within 30 days of hire

Skills & Abilities

  • Project & Program Leadership – Ability to successfully lead projects and programs of increasing complexity from concept through completion while balancing scope, schedule, budget, quality, and risk.
  • Planning, Controls & Contract Management – Expertise in project planning, estimating, scheduling, procurement, contract administration, and performance measurement.
  • Technical & Utility Infrastructure Knowledge – Understanding of construction practices, utility systems, capital improvement projects, engineering principles, and applicable codes and standards.
  • Stakeholder Engagement & Communication – Ability to build strong relationships, communicate effectively, facilitate collaboration, and present information to diverse audiences.
  • Risk Management & Decision Making – Skill in identifying, evaluating, and mitigating project risks while making sound decisions in dynamic environments.
  • Leadership, Mentoring & Negotiation – Ability to lead teams, influence outcomes, negotiate with contractors and stakeholders, mentor others, and foster a culture aligned with Chelan PUD's values of Trust, Safety, Stewardship, Collaboration, and Courage.
