Position Summary

The Skilled Plumber is responsible for performing skilled plumbing installation, maintenance, repair, troubleshooting, and preventive maintenance services throughout Housing Authority properties, including residential units, common areas, administrative buildings, and other Authority facilities.

The position requires a knowledgeable and dependable tradesperson who can diagnose plumbing problems, complete repairs safely and efficiently, respond to emergency service requests, and maintain high standards of workmanship. The Skilled Plumber works directly with residents, Housing Authority staff, contractors, and other maintenance personnel and is expected to provide professional, courteous service while protecting resident property and maintaining the Authority's facilities.

Essential Duties and Responsibilities

  • Inspect, troubleshoot, repair, install, and maintain plumbing systems and fixtures in residential and commercial facilities.
  • Diagnose and repair water leaks, clogged drains, toilets, faucets, valves, water heaters, pumps, supply lines, and sanitary drainage systems.
  • Perform repairs to domestic water, sanitary sewer, stormwater, and related plumbing systems.
  • Install, replace, and repair pipes, fittings, valves, fixtures, traps, cleanouts, and other plumbing components.
  • Perform preventive maintenance inspections and identify potential plumbing failures before they result in property damage or service interruptions.
  • Respond promptly to emergency plumbing situations, including major leaks, sewer backups, frozen pipes, and loss of essential plumbing services.
  • Read and interpret plumbing drawings, plans, specifications, diagrams, and manufacturer's installation instructions.
  • Locate and isolate plumbing problems and determine appropriate repair methods and materials.
  • Operate plumbing tools, diagnostic equipment, drain-cleaning equipment, and other specialized equipment safely.
  • Maintain accurate records of work performed, materials used, inspections, service requests, and preventive maintenance activities.
  • Complete work orders accurately and within established timeframes.
  • Coordinate with other maintenance trades when plumbing work affects electrical, HVAC, carpentry, or building systems.
  • Inspect completed work to ensure proper operation, workmanship, cleanliness, and compliance with applicable requirements.
  • Maintain assigned tools, equipment, vehicles, and work areas in safe and orderly condition.
  • Communicate professionally with residents and respond appropriately to questions and maintenance concerns.
  • Explain plumbing issues and completed repairs to residents and supervisors in a clear and respectful manner.
  • Protect resident belongings and maintain appropriate housekeeping before, during, and after work.
  • Identify unsafe conditions and report building, plumbing, or property hazards to the appropriate supervisor.
  • Assist with inspections, renovation projects, modernization work, and other maintenance activities as assigned.
  • Work with contractors and inspectors when plumbing work is included in construction, rehabilitation, or capital improvement projects.
  • Perform other related duties as assigned.

Minimum Qualifications

  • High school diploma or GED preferred.
  • Considerable experience in residential and/or commercial plumbing repair and maintenance.
  • Demonstrated knowledge of plumbing systems, tools, equipment, and repair methods.
  • Ability to read work orders, diagrams, and basic technical documentation.
  • Valid Virginia driver's license with an acceptable driving record.
  • Ability to pass required background, employment, and driving checks consistent with Housing Authority policy.
  • Ability to lift, carry, push, pull, climb, bend, kneel, crawl, and work in confined or difficult-to-access areas as required by the position.

Preferred Qualifications

  • Vocational or technical training in plumbing or the building trades.
  • Plumbing apprenticeship or equivalent documented trade experience.
  • Relevant Virginia plumbing license or certification, where required by the duties assigned.
  • Experience working in public housing, multifamily housing, property management, institutional facilities, or government facilities.
  • Experience working in occupied residential units.
  • Experience with preventive maintenance programs and computerized work-order systems.
  • OSHA safety training or other relevant safety certifications.

Physical Requirements and Working Conditions

The employee must be capable of performing physically demanding plumbing work, including standing, walking, climbing ladders, working from elevated positions, bending, kneeling, crawling, reaching, and working in confined spaces. The position may require lifting and carrying plumbing materials, tools, and equipment.

Work may be performed indoors and outdoors and may involve exposure to water, sewage, dirt, dust, odors, chemicals, extreme temperatures, noise, and other conditions commonly associated with building maintenance and plumbing work. Appropriate personal protective equipment must be used as required.

The position may require emergency response, overtime, weekend work, or after-hours service based on Housing Authority operational needs and established policies.

Successful performance in this position includes:

  • Plumbing work is completed safely, correctly, and in accordance with applicable requirements.
  • Emergency and routine maintenance requests are addressed promptly.
  • Repairs are completed with minimal disruption to residents.
  • Work orders and maintenance records are accurate and timely.
  • Tools, equipment, vehicles, and materials are properly maintained and used.
  • Residents receive courteous and professional service.
  • Potential safety, health, or property hazards are identified and reported.
  • The employee demonstrates reliability, sound judgment, teamwork, and accountability.

WORK LOCATION: In-Person

SCHEDULE: Monday through Friday, 8:00 a.m. to 5:00 p.m.

Pay: $29.00 - $34.00 per hour

Expected hours: 40.0 per week
