Position Summary

The Turn Technician is responsible for preparing vacant residential units for occupancy in a timely, safe, and quality-conscious manner. The position performs a variety of maintenance, repair, cleaning, painting, and unit-turn activities to ensure apartments are clean, functional, safe, and ready for the next resident.

The Turn Technician works as part of the Charlottesville Redevelopment and Housing Authority (CRHA) maintenance team and may perform work across multiple public housing communities. The position requires strong attention to detail, the ability to work independently, and a commitment to providing safe and quality housing for CRHA residents.

Essential Duties and Responsibilities

• Inspect vacant units following resident move-out and identify required repairs, cleaning, painting, and replacement needs.
• Complete apartment turnovers in accordance with established CRHA rent-ready standards and schedules.
• Perform general carpentry, drywall repair, painting, caulking, patching, and minor flooring repairs.
• Perform minor plumbing repairs, including faucets, drains, toilets, supply lines, and other fixtures.
• Perform minor electrical repairs within the employee's training and authorized scope of work.
• Replace or repair doors, locks, hardware, cabinets, shelving, blinds, and other apartment components.
• Install and replace appliances and other fixtures as assigned.
• Perform basic troubleshooting of HVAC systems and identify conditions requiring a qualified HVAC technician or contractor.
• Clean and prepare units, including removal of debris, trash, abandoned items, and construction materials.
• Repair or replace damaged items identified during the move-out inspection.
• Conduct final inspections of completed work to ensure the unit is safe, functional, clean, and ready for occupancy.
• Maintain accurate records of work performed and materials used.
• Enter or update work orders and project information in the Authority's maintenance/property-management system as required.
• Coordinate with supervisors and other maintenance staff regarding repairs requiring specialized trades or outside contractors.
• Maintain tools, equipment, vehicles, and work areas in a safe and orderly condition.
• Follow OSHA, HUD, CRHA, Virginia, and local safety requirements and applicable building codes.
• Follow established procedures for lead-based paint, asbestos, mold, environmental hazards, and other regulated materials.
• Maintain professional and respectful interactions with residents, coworkers, contractors, and members of the public.
• Assist with emergency maintenance and other maintenance assignments when directed.
• Perform other duties as assigned by the Maintenance Supervisor or Director of Facilities.

Required Qualifications

• High school diploma or GED preferred.
• Previous experience in residential maintenance, apartment turns, construction, renovation, or a related skilled trade preferred.
• General knowledge of residential building systems and maintenance practices.
• Ability to use common hand and power tools safely.
• Ability to read and understand work orders, instructions, and basic maintenance documentation.
• Ability to identify problems, determine appropriate repairs, and recognize when a specialized trade is required.
• Valid Virginia driver's license and acceptable driving record preferred/required according to CRHA policy.
• Ability to successfully complete required background and employment screening.

Physical Requirements

The position requires the ability to:

• Frequently stand, walk, bend, stoop, kneel, climb, reach, and work in confined areas.
• Climb ladders and stairs.
• Lift, carry, push, and pull tools, equipment, appliances, and materials.
• Lift up to approximately 50 pounds, with heavier items requiring assistance or appropriate equipment.
• Work indoors and outdoors and in vacant units that may have varying temperatures and conditions.
• Wear required personal protective equipment.

Work Environment

Work is primarily performed in residential housing units, maintenance areas, mechanical spaces, and outdoor property areas. The employee may encounter dust, dirt, debris, cleaning chemicals, construction materials, pests, and other conditions commonly associated with vacant-unit rehabilitation and maintenance.

Employees are expected to follow all CRHA safety procedures and immediately report unsafe conditions, hazards, or significant property deficiencies to their supervisor.

Performance Expectations

The Turn Technician is expected to:

• Complete unit turns efficiently and within established timelines.
• Produce quality workmanship with minimal callbacks or repeat repairs.
• Ensure vacant units meet CRHA's rent-ready and safety standards before occupancy.
• Maintain accurate and timely work-order documentation.
• Use Authority property, tools, equipment, and materials responsibly.
• Maintain a professional attitude and positive working relationship with residents and coworkers.
• Follow all applicable safety, HUD, housing, and building requirements.

Schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m. - Onsite

Pay: $18.00 - $25.00 per hour
