Jobs Plus Program Manager
The Jobs Plus Program Manager provides leadership for the Jobs Plus Program, a HUD-funded initiative that helps public housing residents achieve greater economic self-sufficiency through employment, education, training, and supportive community resources.
This position is responsible for the overall planning, implementation, and administration of the Jobs Plus Program, ensuring compliance with all U.S. Department of Housing and Urban Development (HUD) requirements while delivering high-quality services to residents. The Program Manager supervises the Jobs Plus team, cultivates community partnerships, oversees grant administration and reporting, and works collaboratively across departments to expand opportunities that support resident success.
This position is funded through a grant from the U.S. Department of Housing and Urban Development (HUD).
Essential Duties and Responsibilities
- Provide leadership, supervision, coaching, and professional development to Jobs Plus staff, including case managers, community coaches, and other program personnel.
- Plan, implement, and evaluate Jobs Plus programming to ensure services effectively support residents in achieving employment and self-sufficiency goals.
- Ensure all program operations comply with HUD regulations, grant requirements, and agency policies.
- Develop and maintain program procedures, performance standards, and reporting processes to support effective program administration.
- Prepare and submit accurate monthly operational reports, grant reports, and other required documentation in a timely manner.
- Monitor participant intake, assessments, case documentation, and service delivery to ensure quality, consistency, and compliance.
- Coordinate resident outreach, recruitment, and engagement efforts in partnership with Communications and Resident Services staff.
- Collaborate with the Resident Services Department to develop and deliver meaningful, resident-centered programming.
- Build and maintain strong relationships with employers, educational institutions, workforce agencies, and community organizations to expand opportunities for program participants.
- Coordinate community partner activities and ensure ongoing collaboration, communication, and engagement.
- Represent the Jobs Plus Program by facilitating meetings, delivering presentations, and participating in community events and partnership initiatives.
- Monitor participant rent incentives and ensure rent calculations comply with Jobs Plus Earned Income Disregard (JPEID) requirements in collaboration with Property Management.
- Track program outcomes, identify opportunities for continuous improvement, and implement strategies to strengthen program effectiveness.
- Perform other related duties as assigned.
Minimum Qualifications
- Associate degree in Social Services, Human Services, Psychology, Counseling, or a related field; or an equivalent combination of education, training, and experience.
- Three (3) years of experience in case management, workforce development, human services, or a related field.
- Two (2) years of supervisory or leadership experience.
- Demonstrated experience working with underserved populations, preferably within the Charlottesville community.
- Valid driver's license.
Preferred Qualifications
- Bachelor's degree in Human Services, Social Work, Public Administration, or a related field.
- Certification in Trauma-Informed Care or other relevant case management credentials.
- Experience administering federal or state grants, including reporting and compliance.
- Experience in workforce development, employment services, or career coaching.
- Experience working in public, nonprofit, or community-based organizations serving diverse populations.
- Knowledge of HUD programs and regulations.
