About the Role
Charles P. Johnson & Associates, Inc. (CPJ) is seeking an experienced, driven Project Manager to join our Civil Engineering Division in Fairfax, Virginia. This position is ideal for a licensed Virginia PE with extensive land development experience and a strong background preparing and managing site plans within Northern Virginia jurisdictions. The Project Manager will lead projects from concept through approval, working closely with clients, regulatory agencies, and internal design teams. Success in this role requires a deep understanding of local processes, codes, and ordinances.
Primary Responsibilities
• Lead and manage civil land development projects from initial concept through final approval and permitting.
• Serve as the main point of contact for clients, municipalities, and review agencies.
• Oversee and review the preparation of site plans for residential, commercial, and industrial developments.
• Coordinate multi-disciplinary internal project teams.
• Maintain quality control of engineering plans prior to submission.
• Prepare and review grading, stormwater management, utility, roadway, and ADA-compliant designs.
• Navigate Northern Virginia entitlement, zoning, bonding, and permitting processes.
• Support proposal development, project scheduling, budgeting, and resource planning.
• Attend client meetings, agency meetings, and occasional evening public hearings.
Required Skills & Experience
• Active Virginia Professional Engineer (PE) license.
• 8–12 years of civil land development experience.
• Demonstrated ability to prepare and manage site plans within Northern Virginia jurisdictions.
• Strong project management, coordination, and client communication skills.
• Strong understanding of local regulations and entitlement processes.
• Proficiency with AutoCAD and Civil 3D.
• Experience with HEC-RAS, StormCAD, WaterCAD, or comparable engineering software.
• Excellent written and verbal communication skills.
• Ability to manage multiple projects simultaneously.
• Dedication to mentor staff.
