About the Role:
The DC Child and Family Services Agency (CFSA) is seeking a highly skilled and experienced Data Conversion and Data Migration Lead to guide the migration of data from Oracle to Dynamics 365 for the agency’s child welfare information system. This role is critical in ensuring data integrity, accuracy, and seamless transition, while working closely with business stakeholders, system integration vendors, and internal teams.
Key Responsibilities
- Develop and execute a comprehensive data conversion and migration strategy to ensure successful transfer from Oracle to Dynamics 365.
- Collaborate with business stakeholders to define data requirements, mapping, and transformation needs.
- Lead and coordinate migration activities with system integration vendors and internal teams, including developing migration checklists.
- Perform data profiling, quality assessments, and risk identification throughout the migration process.
- Define and enforce data migration standards, best practices, and governance policies.
- Develop and implement data validation and reconciliation strategies to verify accuracy and completeness.
- Monitor, troubleshoot, and resolve migration-related technical or functional issues.
- Prepare and maintain documentation (plans, mapping, transformation rules, retention policies, quality reports).
- Conduct training for business staff and Functional Quality Assurance staff on migration processes and data validation.
- Stay updated on industry trends and tools, recommending enhancements to improve migration efficiency.
- Provide regular status reports and maintain strong communication with CFSA staff and contractors.
Education & Professional Qualifications
- Bachelor's degree in Computer Science, Information Systems, or related field (advanced degree preferred).
- 10 years’ experience with SACWIS and CCWIS systems, including data structures, workflows, and functionalities.
- 15 years’ proven experience leading large-scale data migration or conversion projects.
- Proficiency in SQL and experience with Oracle, SQL Server, and ETL tools.
- Strong project management experience (Agile/Waterfall); PMP certification a plus.
- Excellent communication, leadership, and problem-solving skills.
Required Skills
- Expertise in data conversion, migration methodologies, and best practices.
- Strong knowledge of data profiling, cleansing, and quality assessment.
- Hands-on experience with Oracle and Dynamics 365 (or similar enterprise systems).
- Proficiency in SQL and data manipulation languages.
- Demonstrated ability to prioritize tasks, meet deadlines, and resolve issues in complex enterprise environments.
- Familiarity with child welfare systems is highly desirable.
