Key Responsibilities
- Review and audit subcontractor Certified Payroll Reports (CPRs) for accuracy and compliance
- Validate wage classifications, fringe calculations, and restitution requirements
- Interpret and apply Davis-Bacon and state prevailing wage regulations
- Review supporting documentation including:
- Apprenticeship records
- Fringe benefit statements
- Wage determinations
- Perform manual payroll data analysis and manipulation, often outside of payroll systems
- Upload and manage compliance documentation across multiple third-party platforms and portals
- Act as the primary liaison with subcontractors to:
- Resolve discrepancies
- Ensure proper documentation
- Guide them through compliance processes
- Train and “handhold” subcontractors with limited prevailing wage experience
- Track outstanding compliance items and maintain audit-ready documentation
- Support internal payroll operations with prevailing wage-related tasks
- Assist with DOL inquiries and third-party audits
- Heavy focus on manual compliance work vs. automated payroll systems
- Requires working across multiple compliance platforms (not just one system)
- High level of interaction with subcontractors using different payroll systems and varying levels of experience
- Opportunity to help build and scale a compliance function as subcontractor volume grows significantly
- Blend of technical expertise, analytical work, and stakeholder training
- 3–5 years of hands-on prevailing wage compliance experience (construction or government projects strongly preferred)
- Strong knowledge of:
- Davis-Bacon Act and related regulations
- Wage determinations and classifications
- Fringe benefit calculations and restitution processes
- Proven experience reviewing and validating Certified Payroll Reports (CPRs)
- Experience working with multiple certified payroll/compliance platforms (e.g., LCP Tracker, eMars, Points North, eComply, or similar)
- Advanced Excel skills with ability to manipulate and analyze raw payroll data
- Ability to clearly explain compliance processes and requirements to external partners
- Strong attention to detail and documentation accuracy
- Excellent communication and organizational skills
- Experience in construction, renewable energy, or government-funded projects
- Background supporting or responding to DOL audits or compliance reviews
- Experience working directly with subcontractors on compliance enforcement and training
- Hybrid schedule (2 remote days per week after training period)
