Summary of Position

Responsible for the safety, security and welfare of the entire Central Texas College Campus including facilities, staff, faculty, students and guests. Direct oversight and supervision of all police department operations including police personnel, maintenance of police vehicles, police equipment, campus traffic devices, parking enforcement, security surveillance systems and state mandated reports.

Education and Experience

  • Bachelor’s Degree from a regionally or nationally accredited college or university. Prefer degree in Criminal Justice, Public Administration or similar.
  • Masters preferred.
  • TCOLE Master certification.
  • Successful completion of at least one of the following professional development training programs or its equivalent is preferred:
    • Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College (LCC)
    • Southern Police Institute (SPI)FBI National Academy

  • Ten (10) years active duty law enforcement experience Five (5) years of law enforcement Command experience required.
  • Must have supervisory experience in patrol functions, investigative techniques, critical incidents, budget and personnel management and administration.
  • TCOLE instructor certification (preferred).
  • Management of Texas Police Chiefs Association Best Practices Accreditation program (preferred).

Knowledge Skills and Ability

  • Must be proficient in the operation of a patrol vehicle, patrol vehicle equipment and proficient in weapons qualification.
  • The ability to evaluate, train and counsel subordinates.
  • Considerable knowledge of modern law enforcement principles, procedures, techniques and equipment.
  • Must be knowledgeable in local, state, and federal laws, city ordinances, and college rules and regulations.
  • Ability to exercise sound judgement in evaluating stations and in making decisions. Must have the skill to operate tools and equipment pertinent to the position including the police patrol vehicle, police radio, handgun and other weapons as required (lethal and non-lethal),Ability to perform work requiring good physical conditioning.
  • Ability to establish and maintain effective working relationships with subordinates, peers, supervisor, and general public. Must possess strong customer service skills and ability to interact positively with faculty and staff at all levels.
  • Ability to follow and give good verbal and written instructions.
  • Ability to work under pressure and handle responsibility.
  • Possess analytical and problem-solving skills.
  • Ability to maintain campus crime statistics and submit to NIBRS/UCR monthly. Understanding of the Annual Security and Fire Safety Report for Texas Campuses reporting requirements as well as the requirement to compile and analyze statistics from other locations.
  • Ability to provide clear instructions and guidance to callers in emergency situations and related information accurately and clearly to Bell County communications or any responding first responder.
  • Ability to work efficiently, smoothly and collaboratively with first responders as well as regional and state law enforcement agencies during an emergency.
  • Ability to read and discern visual images on a variety of media.
  • Working knowledge of the principals in Crisis Intervention and Active Shooter Techniques. Proficiency with Microsoft Office software including MS Word, PowerPoint and Excel software.
  • Strong written and oral communication skills.
  • Strong fundamental grammar, punctuation, spelling and sentence structure.
  • Ability to maintain confidentiality of information.
  • Ability to maintain an extensive filing system.
  • Ability to set priorities, meet deadlines, and multi-task.

Essential Functions

  • Plans and directs the implementation of the department’s short- and long-term goals, objectives, strategies, including the department’s budget.
  • Directly supervises the activities of the Lieutenant and supervises the hiring process for all new employees.
  • Direct, implement, train and supervise all aspects of a 24 hour campus law enforcement operation.
  • Develop, maintain, and revise campus emergency management plans to include procedures for safety and security emergencies; procedures relating to violence in the workplace, accidents, crime prevention, fires, bomb threats, explosions, civil disorders, and adverse weather conditions.
  • Establish, develop and maintain effective communication and relations with area police agencies and other external agencies within the community.
  • Provide safety and crime prevention related training and/or presentations for students, faculty, and staff as required by the Campus Security Act, Direct the enforcement of policies, rules, and regulations of the Chancellor, The Board of Trustees, Central Texas College District, and applicable state and federal laws.
  • Monitor and direct building security and traffic control activities.
  • Oversee all investigations of accidents, incidents, and criminal activity occurring on campus; review all investigation reports and assist officers int he completion of reports as needed.
  • Direct security, traffic, and crowd control services during registration and at College sponsored events and functions as needed.
  • Prepare and monitor the department’s annual budget: prepare cost estimates for budget recommendations; submit justifications for equipment; monitored and control expenditures. Prepare or supervise the preparation of required reports for the Justice Department, The Department of Education, TCOLE, DPS, FBI, and CTC, and other requesting agencies as required by statute or by public record.
  • Formulates, prescribes and promulgates department policies and procedures.
  • Review and adjudicate all parking citation appeals.
  • Conduct surveys related to parking traffic control, and criminal activities. .Evaluate staff performance and provide constructive feedback or training and counsel personnel on job performance and disciplinary matters.
  • Supervise the employee designated as the Training Coordinator and receive updates on personnel training activities and ensure compliance with TCOLE training requirements, Responds to emergency calls to assess the situation to ensure that proper procedures and protocol are adhered to.
  • Stay abreast of new technology, laws and procedures to strengthen and improve current level of service.
  • Responds to and manages both internal and external complaints against department staff, overseeing internal affairs disciplinary processes.
  • Establish and maintain incident command system (ICS) consistent with the National Incident Management System (NIMS) for organizing personnel and services to responders in the event of an emergency, coordinate with Campus EOC and arriving first responders from other agencies.
  • Assists in developing a Continuity of Operations Plan (COOP), Business Continuity Plan (BCP) for all central campus and maintains a current department Disaster Response and Recovery Plan (DRRP).Develop and maintain the campus emergency communication plan. Participate in the campus Threat Assessment Team evaluations of individuals at-risk of causing harm to themselves or others.
  • Maintains the OMNIXX TLETS terminal to ensure all sworn and non-sworn personnel who were granted access maintain training and are CJIS compliance.
  • Prepare and coordinate press release information through the marketing office and other CTCD departments.
  • Responsible for passing all TCOLE audits.
  • Other duties as assigned.
