What are the responsibilities and job description for the Human Resources Business Partner (INTERNAL ONLY) position at Central State University?

The Human Resources Business Partner will provide strategy, direction, advice and guidance to the university on the various functions within the Office of Human Resources including, but not limited to, employment, employee relations, benefits administration, classification, compensation and training and development. These functions include land grant activities and
requirements concerning civil rights compliance, processes and procedures. This position will support the mission, vision and values of the University and assist in the strategic direction of the Office of Human Resources.

Essential Duties and Responsibilities:
  • Coordinate employment, employee relations, benefits, classification, compensation and training and development for the university and land grant; coordinate employment process including job postings.
  • Ensure compliance with USDA National Institute of Food and Agriculture (NIFA) and Foreign Agriculture Service (FAS) policies and procedures relating to civil rights and other land grant activities.
  • Coordinate NIFA required civil rights documentation and information during land grant audits.
  • Conduct training sessions concerning human resources related topics relating to civil rights and other human resources policies, practices and procedures for all employees including.
  • Provide advice to administrators on human resource procedures and processes.
  • Conduct new employee orientation for faculty, staff, and administrators covering topics such as equal opportunity, diversity, discrimination, Title IX, etc.; ensure appropriate documentation has been provided prior to onboarding.
  • Inform and educate employees regarding human resources function processes and procedures including but not limited to employment complaint procedures, reasonable accommodations, etc.
  • Oversee the administration of the Family and Medical Leave Act (FMLA) and coordinate Americans with Disabilities (ADA) activities regarding work accommodations for all employees.
  • Conduct desk and paper audits to determine appropriate classification of employees.
  • Monitor Personnel Actions Forms (PAFs) with respect to classification and compensation structure to ensure consistency in the application of salaries and classifications.
  • Respond to internal and external inquiries related to human resources matters; assist with human resources tracking, analyses, data, reporting, and research.
  • Perform other duties as assigned


Knowledge, Skills and Abilities:
  • Knowledge of best practices in human resources talent management administration
  • Knowledgeable of benefit offerings, i.e., medical, dental, vision, Ohio state plans, 403(b), 457; respond to inquiries regarding benefit related questions
  • Knowledgeable of federal and state laws relating to employment
  • Skill in the application of human resources functions
  • Ability to coordinate human resources activities relating to land grant functions
  • Ability to effectively communicate human resource concepts, practices, processes, and programs
  • Ability to interact with stakeholders at various levels of authority throughout the university
  • Possess a high level of confidentiality
  • Excellent written and verbal communication skills
  • Strong decision-making and critical thinking skills
  • Skill in the use and application of human resource enterprise systems (Banner or other ERP system), Microsoft Office, and recruitment platforms
Minimum Qualifications
Bachelor’s degree from an accredited college or university
Three (3) years of experience in human resources, education, social science, business administration, or equivalent combination of education and experience
Demonstrated knowledge of federal and state laws including, but not limited to, Title VII, Title IX, FMLA, ADA, DOL and NIFA
Demonstrated knowledge of human resources enterprise systems, Microsoft Office, and recruitment platforms
Knowledge of 1890 Land Grant regulations and programs
