Position Overview
Allegany County Public Schools (ACPS) is seeking a highly qualified and experienced educational leader to serve as Supervisor of Special Education Grades 6 – Age 21. This position provides system-wide leadership in the development, implementation, coordination, and continuous improvement of special education programs and services.
The Supervisor is responsible for ensuring compliance with all federal and state regulations governing the education of students with disabilities, while promoting high-quality instructional practices, equitable access to services, and improved student outcomes. This role also supports the alignment of special education programming with district goals, Maryland State Department of Education (MSDE) requirements, and best practices in inclusive education.
Key Responsibilities
- Provide overall leadership and oversight of the system-wide special education program
- Develop, implement, and evaluate instructional goals, curriculum, and service delivery models for students with disabilities
- Ensure compliance with all applicable federal, state, and local laws, regulations, and policies, including IDEA and COMAR
- Interpret and implement special education policies and procedures across schools
- Monitor program effectiveness and recommend improvements to enhance services for students with disabilities
- Coordinate implementation of MCIE (Maryland Coalition for Inclusive Education) initiatives and the Community Based Transition Program (CBTP) as well as other community programs
- Oversee, staffing, materials, and program resources related to special education services
- Supervise recruitment, hiring, placement, support, and evaluation of special education staff
- Design and implement professional development and training for teachers, administrators, and support staff
- Provide consultation to central office and school-based administrators regarding special education services and compliance
- Lead and manage federal and state audits, monitoring activities, and corrective action plans
- Maintain ongoing communication with district leadership, schools, and stakeholders regarding program goals and outcomes
- Participate in local and state-level meetings and initiatives related to special education
- Perform other duties as assigned by the Director of Special Education and Student Services
Minimum Qualifications
- Master’s degree from an accredited college or university
- Eligibility for Maryland Advanced Professional Certificate in Administration and Supervision
- Minimum of three (3) years of successful teaching experience
- Minimum of five (5) years of administrative leadership experience in special education
- Demonstrated leadership, communication, and interpersonal skills
- Strong references documenting successful administrative experience
Preferred Qualifications
- Extensive experience in special education program leadership
- Deep knowledge of special education law, including IDEA, COMAR, and related federal and state regulations
- Experience managing compliance monitoring, audits, and corrective action plans
- Strong background in instructional leadership and inclusive practices
- Experience supporting systemic improvement initiatives in special education
