Position: Supervisor of Mental Health Services and School Counseling

Salary: Unit II Salary Scale (12 month position)
Overview:
The Supervisor of Mental Health Services and School Counseling provides leadership, coordination, and oversight of a comprehensive, multi-tiered system of supports (MTSS) addressing students’ social, emotional, behavioral, and mental health needs. This position is responsible for ensuring the effective delivery of school-based mental health and counseling services across the school system while maintaining alignment with local priorities and compliance with Maryland State Department of Education (MSDE) expectations.
The Supervisor collaborates closely with instructional leaders, including Elementary and Secondary Directors, to ensure that school counseling programs support student academic planning, appropriate course selection, and postsecondary readiness. Additionally, the position serves as a critical liaison between the school system and community-based mental health providers to ensure a coordinated continuum of care for students and families.
Required Qualifications:
- Master’s Degree in Social Work, Counseling, School Psychology, or related field from an accredited college or university preferred.
- Possess a certification in Administration and Supervisor or Educational Leadership.
- Minimum of five years of experience working with students with emotional or behavioral needs
- Demonstrated ability to build and sustain effective relationships with diverse stakeholders
Preferred Qualifications:
- Knowledge of local school system operations and community mental health resources serving youth and families
- Experience in counseling, behavior management, and social skills instruction
- Strong clinical expertise in supporting students with significant emotional and behavioral needs
- Knowledge of crisis intervention practices and therapeutic approaches
- Familiarity with federal and state laws and regulations, including IDEA, Section 504, FERPA, and COMAR
- Excellent interpersonal, communication, and organizational skills
- Ability to work effectively within multidisciplinary teams and across varied educational environments
Essential Job Functions and Responsibilities:
The Supervisor of Mental Health Services and School Counseling is responsible for the following:
- Providing leadership, supervision, and evaluation of school counselors and mental health service providers across all grade levels
- Collaborating with the Director of Special Education and Student Services and other system leaders to ensure cohesive service delivery across all schools
- Designing, implementing, and monitoring a comprehensive MTSS framework for mental health and counseling services
- Ensuring compliance with all applicable federal, state, and local laws, regulations, and policies related to student mental health services
- Coordinating partnerships with community agencies, healthcare providers, and nonprofit organizations to expand access to mental health supports
- Serving as a resource to administrators and staff in addressing complex student mental health and behavioral cases
- Leading and facilitating professional learning for school counselors, educators, administrators, and families on topics related to mental health, trauma-informed practices, and student wellness
- Developing and disseminating reports and communications to inform leadership, the Board of Education, and the community regarding program effectiveness and outcomes
- Supporting the integration of school counseling programs with academic planning, including scheduling, course selection, and college and career readiness initiatives
- Establishing and maintaining collaborative networks among counselors, teachers, administrators, and external partners
- Performing additional duties as assigned by the Director of Special Education and Student Service
