Human Resources Generalist (Part-Time)
At Central Engineering Services, we believe that to reach our goals—individually and as a company—we must help our employees and clients reach theirs. We are a collaborative, humble, and growth-focused team where knowledge is shared, opinions matter, and employees are empowered to take ownership of their work. Our leadership is grounded in trust, accountability, and continuous improvement, and we value team members who contribute positively to that culture.
The Role
We’re seeking an experienced HR Generalist to support our Geotechnical, Environmental, and AEC teams. This is a hands-on role touching all aspects of HR. Our previous HR partner set a high bar—we’re looking for someone who brings strong judgment, professionalism, and a people-first approach.
This is a part-time role (25–30 hours/week), with flexibility to engage as a W-2 employee or independent contractor.
Key Responsibilities:
· Payroll Administration: Multi-state payroll processing via ADP, including PTO tracking, garnishments, and compliance.
· Employee Relations: Handling complaints, conflicts, performance management, manager coaching, and policy enforcement — with a steady, trust-first approach.
· Recruiting & Onboarding: Full-cycle recruiting — job postings, interviews, background checks, offer letters, and onboarding new hires in a way that reflects our values and culture.
· Layoffs & Unemployment: Managing reductions in force with compassion and professionalism, including unemployment claims, Oregon Employment Department responses, and severance coordination.
· Compliance & Administration: Maintaining employee files, updating the employee handbook, managing leave; including OFLA and PLO, workers' compensation, and staying current on Oregon and multi-state HR law.
· Benefits Administration: Supporting employees through benefits questions, open enrollment, and day-to-day HR needs.
Skills:
· Strong attention to detail and clear written communication
· Ability to manage multiple priorities and meet deadlines
· Collaborative, approachable, and effective communicator
· Proficient in Microsoft Office; HRIS/ADP experience preferred
· Highly organized with strong judgment and discretion
Qualifications:
· 5 years of HR Generalist experience (small to mid-size company preferred)
· Hands-on multi-state payroll experience (ADP strongly preferred)
· HR certification (PHR, SPHR, SHRM-CP/SCP) a plus
· High emotional intelligence and sound judgment
Details:
· Location: Tualatin, OR (on-site)
· Schedule: 25–30 hours per week
· Structure: W-2 or contractor (flexible)
· Compensation: DOE
