We are seeking a Senior Product Manager to join a Medicaid eligibility outcomes pilot team. The role will involve working closely with policymakers, eligibility staff, IT professionals, program administrators, and beneficiaries to improve Medicaid eligibility, enrollment, and renewal outcomes.
Key Responsibilities:
- Serve as Senior Product Manager on the Medicaid eligibility outcomes team.
- Define and manage the product vision aligned with MHBE Medicaid program goals.
- Establish and track KPIs tied to outcomes like procedural terminations, ex parte renewal rates, eligibility worker burden, and renewal rates.
- Lead prioritization of features based on research, performance data, compliance constraints, and engineering feasibility.
- Present findings and recommendations to senior leadership and secure alignment for direction.
- Collaborate with stakeholders to improve Medicaid processes, translating user needs into product roadmaps, backlogs, and requirements.
- Partner with cross-functional teams (engineering, design, business analysts, etc.) to deliver features and manage post-launch measurement.
- Ensure product changes meet federal and state compliance, CMS Medicaid regulations, accessibility standards, and privacy/security obligations.
- Support adoption of cross-functional, agile, iterative practices within state teams.
- Mentor teams in modern product management methods and ensure knowledge-sharing for long-term sustainability.
Minimum Qualifications:
- At least 7 years of experience as a Product Manager, with 3 years in regulated or large-scale environments (government, healthcare, etc.).
- 2 years in a product lead capacity overseeing cross-functional delivery of digital services.
- Experience launching digital features or products end-to-end with measurable user/business outcomes.
- Ability to navigate complex environments and drive alignment across stakeholders.
- Demonstrated success in using user research, performance data, and prioritization frameworks to deliver products.
- Strong skills in workflow mapping, outcome measurement, and delivering via iterative practices.
- Excellent written and verbal communication, able to adapt to diverse audiences.
- Proven ability to work collaboratively with cross-functional teams (engineering, design, policy, etc.).
Preferred Qualifications:
- Knowledge of Medicaid, CHIP, SNAP, TANF, or similar government benefits programs.
- Experience in similar roles at state Medicaid agencies, health insurance marketplaces, ACA-related programs, or public health agencies.
- Familiarity with government modernization frameworks (e.g., U.S. Digital Services Playbook, 18F).
- Experience with AI-assisted workflows or automation in regulated contexts.
- Familiarity with accessibility standards (Section 508, WCAG).
- Relevant certifications (CSPO, SAFe, etc.).
