About the Role:
We are seeking two specialized experts to anchor the technical, data-sharing, and regulatory framework for a major statewide Health Information Exchange (HIE) and Health Data Utility (HDU) procurement project. This role combines deep technical data standards expertise with rigorous health data privacy and compliance governance.
Key Responsibilities:
- Lead HIE / Interoperability SME: Translate CSRI (Consumer-centered, Standards-based, Rules-governed, Interoperable) framework principles and national standards into concrete RFP technical and functional specifications. Leverage working knowledge of TEFCA, HL7 FHIR, USCDI, C-CDA, HL7 v2, and core HIE components (Master Patient Index, provider directory, consent management).
- Health Data Privacy, Security & Compliance Advisor: Ensure all RFP requirements and procurement processes satisfy health data privacy/security law and grant obligations. Provide demonstrated expertise in HIPAA, 42 CFR Part 2, and federal grant compliance frameworks.
Qualifications:
- Minimum 7 years of hands-on experience in health information exchange or interoperability design.
- Minimum 5 years of health data privacy/security advisory experience for public sector or healthcare entities.
- Proven track record of navigating complex federal and state data regulations (HIPAA, 42 CFR Part 2).
- Exceptional technical writing and documentation skills to establish defensible data-sharing rules and technical requirements.
