Role Description The Director of Human Resources is a full-time role responsible for leading and overseeing all HR functions at the Cato Institute. This is a hybrid position based in Washington, DC, with a mix of on-site and work-from-home days. The Director will manage the HR team and drive strategic initiatives across talent acquisition, onboarding, performance management, total rewards, and organizational development. Daily responsibilities include advising leadership on HR policies, managing employee relations, ensuring compliance with labor and employment laws, and supporting a positive workplace culture. The role will also involve developing and updating HR policies, leading training and development programs, overseeing performance review processes, and using HR data to inform decision-making and continuous improvement.
Qualifications
Minimum 7 years of progressive HR management experience.

- Strong foundation in Human Resources (HR) management, including strategic HR leadership and team management experience.
- Expertise in HR Policies and procedures, including policy development, implementation, and ongoing refinement.
- Proven ability in Employee Relations, including conflict resolution, coaching, and fostering a respectful workplace.
- Demonstrated experience with Performance Management, including goal setting, feedback processes, and performance improvement initiatives.
- Solid knowledge of Labor and Employment Law, with experience ensuring compliance across federal, state, and local regulations.
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- Excellent communication, facilitation, and interpersonal skills, with the ability to work effectively with staff and leadership at all levels.
- Experience in a mission-driven, nonprofit, public policy, or think tank environment is beneficial.
- Proficiency with HRIS platforms, data-driven decision-making, and change management in growing or evolving organizations.
