Position Summary
The Payroll Specialist is responsible for the accurate and efficient fulfillment of the core payroll functions for the Catawba Nation. Located in the Human Resources Division of the Tribal government, this position reports directly to the HR Director of Operations and adheres to all Tribal, Federal and State Regulations.
This individual should be agile and possess a strong attention to detail, and the ability to meet deadlines. Due to the nature the work entails, the Payroll Specialist must be able to always maintain confidentiality. Ability to work in a fast paced and rapidly changing environment while also achieving accurate and highly competent results is a must.
This position is responsible and subject to the CIN Personnel Policies and Procedures Manual.
Essential Functions
An individual in this role must be able to perform the following functions with or without reasonable accommodation:
- Payroll Processing:
- Process payroll accurately and on time per Pay Period
- Review and audit timecards and compliance related to time keeping policies
- Conduct other payroll processes, changes, updates including Garnishment dashboard for all payroll garnishments received
- Ensure accuracy with Employee Tax profiles for all New Hires
- Maintain an understanding of Labor Allocations and how they pertain to Payroll Processes
- Responsible for HRIS Management for Payroll Processes
- Time Keeping Compliance, Policies, and PTO Administration:
- Responsible for PTO maintenance and administration
- Process and Manage Yearly Rollover and Forfeitures of PTO
- Answer all employee questions regarding PTO accumulation per Policy
- Maintain Hardship Hours / PTO Bank for the organization
- Ensure all Policies are followed regarding Time Keeping each Pay Period
- Ensuring proper file maintenance and record keeping of:
- Maintain Payroll Workbooks and Work Papers
- Process and Maintain documentation of changes and approvals for Payroll
- Assist in Payroll Audits
- Benefits Administration and Reconciliation
- Functions as the Primary Backup the Benefits Specialist
- Responsible for the Reconciliation of Benefits to deductions

Qualifications:Qualifications
Experience: 3-5 years’ experience in Human Resources and Payroll Processing
Education: High School Diploma or GED Required. Associates in Business Administration preferred. combination of experience and education will be taken into consideration.
Licenses & Certifications: Must obtain Tribal Human Resource Certification within 1 year from hire

The employee must occasionally lift and/or move up to 10 pounds.
- This position will not have a standard schedule. There will be times that this position will require after normal business hours work as well as weekend work.
Salary : $28 - $32
