Under the direction of the Executive Director, the Director of Compliance and Regulatory Affairs provides leadership and oversight of Cascade’s compliance and regulatory functions to support its mission, clinical operations, and community-based programs. This role serves as both a strategic advisor and hands-on operator, ensuring the organization meets all applicable federal and state healthcare laws, regulatory requirements, and grant obligations.

The Director will partner across all levels of the organization to build and maintain a strong compliance infrastructure, mitigate risk, and foster a culture of accountability and ethical conduct. Areas of focus include healthcare compliance, risk management, audits and investigations, policy development, grant and funding compliance, staff training, and regulatory reporting.

MINIMUM ELIGIBILITY CRITERIA:

  • Bachelor’s degree in Healthcare Administration, Public Health, Law, or related field required.
  • Master’s degree preferred.
  • Professional certification (e.g., CHC, CHPC, CHRC) strongly preferred.
  • Minimum 8 years of progressive compliance experience, with at least 2-3 years in a senior leadership role within healthcare or nonprofit organizations.
  • Demonstrated expertise in federal and state healthcare regulations (HIPAA, OIG, CMS, ACA, Stark, Anti-Kickback Statute.)
  • At least 2 years experience leading organizational audits, compliance reviews, and corrective action plans.
  • Proven ability to develop, implement, and manage compliance programs and policies.
  • At least 2 years of direct experience ensuring compliance with federal and state grant and funding requirements, including audit readiness and reporting.
  • Strong track record in staff training and organizational culture-building around compliance.
  • Proficiency with compliance management systems, auditing tools, and Microsoft Office Suite.
  • Strong analytical, problem-solving, and reporting skills, with the ability to interpret and apply complex regulatory requirements.
  • Excellent written and verbal communication skills, with demonstrated ability to prepare reports for senior leadership, boards, and regulatory bodies.
  • Ability to manage multiple priorities in a fast-paced, highly regulated environment.

RESPONSIBILITIES:

  • Provide strategic leadership for Cascade’s compliance and regulatory programs, ensuring alignment with mission, culture, and healthcare requirements.
  • Develop, implement, and oversee comprehensive compliance policies, procedures, and standards of conduct.
  • Continuously monitor changes in healthcare and nonprofit regulations, updating compliance practices as needed.
  • Conduct internal audits, risk assessments, and investigations to identify and mitigate compliance issues.
  • Lead organizational response to compliance violations, ensuring timely corrective actions and prevention strategies.
  • Oversee compliance with federal, state, and local grant and funding requirements, partnering with Finance and program leaders on audit readiness and reporting.
  • Design and deliver compliance and ethics training programs for staff, contractors, and leadership.
  • Provide coaching and guidance to managers on compliance-related matters and regulatory requirements.
  • Collaborate with leadership and external stakeholders (legal counsel, auditors, oversight agencies) to ensure ongoing compliance and transparency.
  • Prepare and present regular compliance reports to the Executive Director, compliance committee, and Board as required.
  • Foster a culture of integrity, accountability, and continuous improvement across the organization.
  • Supervise and develop compliance staff and contractors as assigned, and build team capacity over time.
  • Participate in strategic initiatives, representing compliance in organizational planning and decision-making.
  • Perform other compliance-related duties as assigned by the Executive Director.

  • Acts as a trusted partner and advisor to leadership and staff at all levels.
  • Maintains knowledge of and complies with Cascade standards, policies, procedures, and code of conduct.
  • Maintains strict confidentiality regarding compliance investigations, records, and organizational information.
  • Serves as a role model by demonstrating integrity, accountability, and respect in all interactions.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Remain in a stationary position for extended periods while reviewing records, systems, and reports.
  • Operate standard office equipment including computer, phone, printer, and other common devices.
  • Communicate effectively with staff, leadership, and external partners through multiple channels.
  • Accurately maintain records, prepare reports, and manage documentation with attention to detail.
  • Occasionally lift and move office supplies or files weighing up to 15 pounds.
  • Maintain reliable attendance and a consistent work schedule to support compliance operations and deadlines.

Job Type: Full-time

Pay: $110,000.00 - $150,000.00 per year
