Under the direction of the CEO, the Director of Human Resources (HR) provides leadership and oversight of all HR functions to support Cascade’s mission, growth, and evolving workforce. This role serves as both a strategic advisor and hands-on operator, shaping HR policies and practices that advance compliance, equity, employee well-being, and organizational effectiveness.

The Director will partner across all levels of the organization to build strong HR infrastructure, ensure regulatory compliance, strengthen organizational culture, and align HR strategy with Cascade’s clinical, educational, and community-focused goals. Areas of focus include recruitment and retention, employee engagement, compensation and benefits, talent development, performance management, and compliance with employment law. The Director also partners with the CEO and CFO on bi-annual compensation reviews, long-range workforce planning, and alignment of people strategy with Cascade’s grants and funding priorities.

MINIMUM ELIGIBILITY CRITERIA:

1. Education

a. Bachelor’s degree in Human Resources, Business Administration, or related field required.

b. Master’s degree and/or HR certification (SHRM-CP/SHRM-SCP, PHR/SPHR) preferred.

2. Experience

a. Minimum 7 years of progressive HR experience, including leadership responsibility.

b. Demonstrated expertise in employment law and HR compliance (ADA, FMLA, HIPAA, Title VII, etc.)

c. Experience in healthcare or nonprofit settings strongly preferred.

d. Proven success in recruitment, retention, and employee engagement initiatives.

e. Experience designing and administering compensation and benefits programs

f. Background in talent management, performance systems, and professional development programs

3. Technical Skills

a. Proficiency with HRIS and Microsoft Office Suite.

b. Strong interpersonal and communication skills.

c. Ability to manage multiple priorities in a fast-paced environment.

d. Experience with Paylocity preferred

RESPONSIBILITIES:

  • Provide strategic leadership for HR planning, ensuring practices align with Cascade’s mission, culture, and growth.
  • Lead workforce planning, recruitment, and retention strategies to attract and retain top talent across clinical, administrative, and leadership roles.
  • Implement and oversee employee engagement, well-being, and recognition programs to foster a positive and inclusive workplace culture.
  • Partner with CEO and CFO for compensation and benefits strategy to ensure competitiveness, equity, and sustainability; partner with brokers on annual reviews and benefit selection.
  • Collaborate with CEO and CFO for bi-annual compensation reviews.
  • Develop and maintain HR policies and procedures that ensure compliance and reflect best practices.
  • Maintain process for regular writing/updating of position descriptions, performance review documents/platform, and skills assessments.
  • Maintain and audit all HR files in compliance with state and federal laws as well as ACHC standards.
  • Partner with leadership to design and implement performance management and professional development systems that support accountability and growth.
  • Advise and coach managers on employee relations, organizational development, and change management.
  • Ensure compliance with employment laws, regulations, and accreditation standards, maintaining Cascade’s standing with regulators and funders.
  • Champion diversity, equity, inclusion, and belonging initiatives throughout the organization.
  • Lead HR components of strategic initiatives, including culture-building, succession planning, and organizational transformation; represent Cascade at regional and national forums to bring back best practices.
  • Perform other HR-related duties as assigned by the Executive Director.

ORGANIZATIONAL EXPECTATIONS:

  • Acts as a trusted partner and advisor to leadership and staff at all levels.
  • Maintains knowledge of and complies with Cascade standards, policies, procedures, and code of conduct.
  • Maintains strict confidentiality regarding employee information and HR matters.
  • Serves as a role model by demonstrating integrity, accountability, and respect in all interactions.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Remain in a stationary position for extended periods while working on HRIS, payroll, and other office systems.
  • Operate standard office equipment including computer, phone, printer, and other common devices.
  • Communicate effectively with team members, managers, and external partners through multiple channels.
  • Accurately maintain records, prepare reports, and manage documentation with attention to detail.
  • Occasionally lift and move office supplies or files weighing up to 40 pounds.
  • Maintain reliable attendance and a consistent work schedule to support HR operations and deadlines.

Job Type: Full-time

Pay: $110,000.00 - $150,000.00 per year
