This position has three primary responsibilities:
- The County Emergency Manager performs complex professional and administrative duties related to planning, organizing, coordinating, and maintaining the county's emergency management program. This role is responsible for mitigating, preparing for, responding to, and recovering from natural disasters (such as wildfires, flash floods, severe winter storms, and earthquakes), as well as man-made emergencies. The Emergency Manager serves as the principal advisor to county leadership during crises and acts as the primary liaison between local, state, and federal agencies as directed by the Sheriff and the Carbon County Commission.
- To oversee the readiness, training, and operations of the Carbon County Hazardous Materials Team.
- To oversee and manage the readiness, training, and operations of the civilian readiness programs of Carbon County. This includes serving as the Chair of the Local Emergency Planning Committee.
- Emergency Operations Plan (EOP): Develop, maintain, and annually update the County EOP, Hazardous Materials Emergency Response Plan, and other critical mitigation documents.
- Emergency Operations Center (EOC): Direct the activation, staffing, and operations of the county EOC during major emergencies or disasters, often coordinating r
- Interagency Coordination: Establish and maintain close working relationships with the Utah Division of Emergency Management, FEMA, local fire and law enforcement, health departments, school districts, and neighboring rural counties. Negotiate inter-local disaster assistance agreements and mutual aid pacts.
- Grants and Budgeting: Prepare and manage the Emergency Management department budget. Proactively apply for, manage, and track state and federal grants (e.g., Homeland Security Grants, Emergency Management Planning Grants)
- Public Alert and Warning: Manage and coordinate the county's emergency notification systems, including the Integrated Public Alert and Warning System (IPAWS) and local mass notification platforms (e.g., Konexus).
- Training and Exercises: Design, execute, and evaluate county-wide drills, tabletop exercises, and mock disasters.
- Mitigation: Oversee the Willand urban interface coordinator and ensure requirements are met with the agreement with Forestry fire and state lands. As well as other projects such as EWP and FEMA PDM.
- Oversee the readiness of the Hazmat team. This includes seeing that the team members are trained and equipped to the State and Federal requirements. That the equipment and vehicles are in a high state of readiness. Oversees in-service training of the Hazmat team and acts as the liaison between the local fire, EMS, and police agencies.
- Recruits members for the HazMat and oversees their training to the Technician or Operations level as required.
- Represents the County on the Local and State Boards. Create and/or distributes Emergency Response Guidelines and Standard Operating Guidelines as needed. Assists in County Fire Contract Negotiations with the County Attorney.
- May be required to be the Incident Commander in the field. Must be thoroughly trained in the National Incident Management (NIMS). Will oversee the (NIMS) implementation and training for the entire County, including all Agencies and
- Should be certified in HazMat as an Experience Instructor Development.
- Directs the LEPC and acts as the chair, sets meetings, agendas and maintains membership lists in accordance with Federal standards. Recruits civilian and agency personnel to serve on the LEPC. Prepares and submits reports required by this function to the appropriate agencies.
- Works with the Commission and Sheriff, as well as other local, state, and federal emergency responders and officials during actual emergencies.
- Comprehensive knowledge of principles and practices of emergency management, hazard mitigation, and disaster recovery.
- Ability to make critical decisions, exercise independent judgment, and remain calm while directing operations in highly volatile, stressful situations.
- Strong interpersonal skills to build consensus among diverse groups, including elected officials, volunteer organizations, private sector businesses, and the public.
- Grant writing and complex budget administration skills.
- Directly responsible on a daily basis only to the Carbon County Sheriff. However, during emergencies and under the direction of the Commission and Sheriff, will work with local, state and federal authorities depending on operational requirements.
- Assists in supervising the HazMat team members, EOC team members and other local first responders (police, fire, and EMS). May supervise others at the direction of the Sheriff. May during emergencies, be the incident commander and supervise large numbers of people, both agency and civilian.
Experience Requirement
- Associates degree required, Bachelor's degree preferred
- Must be a U.S. Citizen and be at least 21 years of age
- Valid Utah Driver's License required
- Must be willing to undergo a thorough background screening and drug test
- Should have IS 100, 700, 800, 2200, E/G/K/L 2300, and 191, and either the PDS or Basic Academy or complete within a year of being hired.
- Must currently be HazMat certified to the Technician level and maintain this certification as a job requirement, EMT Certifications preferred as well
- Must successfully complete the Personnel Development Series of classes as provided by the Utah Department of Homeland Security within two (2) years
- As soon as practicable, must also successfully complete Exercise Design and PIO classes and the Advanced Personnel Development Series of courses
- Must be computer literate and currently comfortable with all forms of radio communications, networks, databases, and security measures
- Any post-secondary education or training, particularly in these fields, is highly preferred and encouraged especially with regard to Emergency Management and NIMS instruction and/or compliance
- Must have leadership skills and the ability to take charge of an Emergency Incident
- Must be bondable and never have been convicted of a Felony, nor Class A Misdemeanor or any form of domestic violence, nor controlled substance possession, nor DUI within the last five (5) years
- Most work is indoors; however, work may be required in all weather and under extremely hazardous conditions (life-threatening), routinely.
