Job Summary
Under the general supervision of the Commissioners, plans, directs, manages, and oversees the activities and operations of the Ambulance Dept., emergency medical response, disaster preparedness, and related programs, services, and operations; coordinates assigned activities with other departments and outside agencies, and provides highly responsible administrative support to the Commissioners.
Key Tasks And Responsibilities
- Plans and/or organize activities of the department regarding utilization of personal, facilities and equipment, prevention, public education, and training.
- Prepare and oversee the annual budget for the department.
- Prepares and submits grant applications.
- Oversee equipment specifications and recommends the purchase of major equipment.
- Respond to emergencies involving medical, fire and environmental concerns within the ambulance geographical area at own discretion as indicated by their seriousness or by request from other entities. May assume command of field operations; performs a management role in the direction of assigned personnel and equipment at the scene of emergencies.
- Hire, motivate, evaluate, discipline, promote, and provide direction to employees.
- Manages the development and implementation of department goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
- Oversees facilities planning for the Ambulance Department to meet current and future needs of the community.
- Provides staff assistance to the Commission; prepares and presents staff reports and other necessary correspondence.
- Represents the Ambulance Department to other elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
- Attends and participates in emergency medical services training as well as professional group meetings; obtains information and cooperation on healthcare public safety and related issues; establishes and maintains cooperative working relationships with other Ambulance, Fire and Rescue Departments. Stays abreast of new trends and innovations in the Emergency Medical Field.
- Participates with community relations including public, media and press relations; give speeches and presentations to local service clubs and organizations to further public relations.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints with Ambulance Service and/or EMT's.
- Plans, directs and coordinates, through subordinate level staff, the ambulance dept. work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
- Accurately completes departmental reports.
- Carbon County Ambulance is a paramilitary organization; dress code will be strictly enforced.
- **Education/Certifications:** Must have a high school diploma or equivalent. Must possess a current EMT Certification (EMT-B, I, P); working knowledge of an EMS system; additional certific tions in related EMS fields is a plus.
- **Experience:** Six (6) years Emergency Medical Service experience with progressively increasing responsibilities including at least 1 year of supervisory experience; may substitute up to two years of additional education for two years of experience, except supervisory experience.

- **Compliance & Screening:** Must be a U.S. Citizen and at least 18 years of age. Must undergo a thorough physical and drug screening. Must successfully pass a thorough background check. Must maintain a high standard of confidentiality.

- **Tool, Machine, Equipment Operation:** General knowledge of operation of all emergency medical equipment; regular use of telephone and personal computer, calculator, copy/printer/fax machine and county vehicle.

- Work is normally performed in an office environment with outdoor/on-site work as needed when responding to major incidents/emergencies. When responding to major incidents/emergencies there may be full exposure to the elements. During the course of some major incidents/emergencies the incumbent may perform sustained physical activity, walk and run on inclines, be exposed to blood, communicable diseases, extreme noise, grease/oil, a variety of smells, electrical hazards, wet damp conditions, vehicular traffic.
- Must be physically able to lift up to a minimum of 75 pounds, bend, stoop, twist, turn
