Essex North Supervisory Union is accepting qualified and licensed (or Vermont licensee) Associate Director of Student SupportGeneral Description The Associate Special Services Director administers and supervises early education, special education, and compensatory education programs, and coordinates these programs with regular education, home-based, and community-based services for students with disabilities and for students at risk of academic failure. 1) Administration of Early Education Programs (EEE)a. Supervises ENSU's EEE programs including the preparation of the program budget and grant; ensures that these programs meet and comply with state and federal regulationsb. Serves as the ENSU representative on the ONE Early Childhood Advisory Councilc, Monitors services for area children under age 3 who are eligible for the Family Infant Toddler Programd.
Ensures compliance with state EEE practices, policies and procedures through frequent program evaluation and proactive participation in state and federal monitoring activitiese. Oversees the development, implementation and evaluation of transition services from FITP to EEE/Pre/Kf. Collaborates with regional medical facilities to obtain referrals on children in the 0-6 year old population that might be eligible for special services2) Administration of Special Education and Compensatory Educationa. Disseminates information to school staff and community members regarding special education and compensatory education programsb.
Develops, coordinates and evaluates ENSU's continuum of special education and compensatory education services, and annually reports on the status of these programs to the superintendentc. Develops and oversees the implementation of the Local Agency Plan in compliance with state and federal regulationsd. Prepares local special education budgets for member districts; prepares budgets and grant applications for state and federal grants related to the support of special education and compensatory education servicese. Interprets and applies state and federal regulations that govern special education and compensatory education programs; recommends policies and procedures that are in compliance with state and federal regulationsf.

Supervises and evaluates special education teachers and compensatory education paraeducators in compliance with Canaan School District's procedures for staff evaluationh. Interprets and accurately applies the provisions of master agreements as they pe1iain to the supervision and compensation of staffi. Supervises the appropriate identification of students in need of special services; supervises the IEP develop process and ensures that IEP services are in compliance with state and federal regulations through frequent program evaluation and proactive participation in state and federal monitoring activitiesJ.
Coordinates services for homeless and Limited English Proficient studentsk. Identifies and designs staff development programs to enable staff to better meet the provisions of student IEPs; coordinates these staff development programs with the goals and objectives of the Canaan School District's Professional Development Plan I. Serves as the LEA (or designate) at all IEP meetings, including those IEP meetings for students who are placed outside of the supervisory unionm. Organizes and maintains data concerning all special educations policies, procedures, student records, child count, and compensatory education services in order to meet local, state, and federal reporting requirementsn.
Serves as the liaison with outside agencies, administrative and professional groups and governmental entities that are involved with special educationo. Assists building administrators with the improvement, expansion and interfacing of special services programs with the regular learning environmentp. Develops strategies and programs to ensure the success of all students as a member of the Administrative TeamQualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily, in addition to the following: Education and Experience. Master's degree, or its equivalent, in Special Education, and a minimum of three years of educational experience in a field of related specialization such as work with students with disabilities, work in school psychology or guidance, or work as a reading coordinator or specialist.
Certified or be eligible for certification as Director of Special Education in the state of Vermont.Language Skills. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints.
