General Description
The Special Services Director administers and supervises early education, special education, and compensatory education programs, and coordinates these programs with regular education, home-based, and community-based services for students with disabilities and for students at risk of academic failure.
1) Administration of Early Education Programs (EEE)
a. Supervises ENSU's EEE programs including the preparation of the program budget and grant; ensures that these programs meet and comply with state and federal regulations
b. Serves as the ENSU representative on the ONE Early Childhood Advisory Council
c, Monitors services for area children under age 3 who are eligible for the Family Infant Toddler Program
d. Ensures compliance with state EEE practices, policies and procedures through frequent program evaluation and proactive participation in state and federal monitoring activities
e. Oversees the development, implementation and evaluation of transition services from FITP to EEE/Pre/K
f. Collaborates with regional medical facilities to obtain referrals on children in the 0-6 year old population that might be eligible for special services
2) Administration of Special Education and Compensatory Education
a. Disseminates information to school staff and community members regarding special education and compensatory education programs
b. Develops, coordinates and evaluates ENSU's continuum of special education and compensatory education services, and annually reports on the status of these programs to the superintendent
c. Develops and oversees the implementation of the Local Agency Plan in compliance with state and federal regulations
d. Prepares local special education budgets for member districts; prepares budgets and grant applications for state and federal grants related to the support of special education and compensatory education services
e. Interprets and applies state and federal regulations that govern special education and compensatory education programs; recommends policies and procedures that are in compliance with state and federal regulations
f. Supervises the recruitment and selection of special education teachers and compensatory education paraeducators in compliance with Board policy
g. Supervises and evaluates special education teachers and compensatory education paraeducators in compliance with Canaan School District's procedures for staff evaluation
h. Interprets and accurately applies the provisions of master agreements as they pe1iain to the supervision and compensation of staff
i. Supervises the appropriate identification of students in need of special services; supervises the IEP develop process and ensures that IEP services are in compliance with state and federal regulations through frequent program evaluation and proactive participation in state and federal monitoring activities
J. Coordinates services for homeless and Limited English Proficient students
k. Identifies and designs staff development programs to enable staff to better meet the provisions of student IEPs; coordinates these staff development programs with the goals and objectives of the Canaan School District's Professional Development Plan
I. Serves as the LEA (or designate) at all IEP meetings, including those IEP meetings for students who are placed outside of the supervisory union
m. Organizes and maintains data concerning all special educations policies, procedures, student records, child count, and compensatory education services in order to meet local, state, and federal reporting requirements
n. Serves as the liaison with outside agencies, administrative and professional groups and governmental entities that are involved with special education
o. Assists building administrators with the improvement, expansion and interfacing of special services programs with the regular learning environment
p. Develops strategies and programs to ensure the success of all students as a member of the Administrative Team
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily, in addition to the following:
• Education and Experience. Master's degree, or its equivalent, in Special Education, and a minimum of three years of educational experience in a field of related specialization such as work with students with disabilities, work in school psychology or guidance, or work as a reading coordinator or specialist. Certified or be eligible for certification as Director of Special Education in the state of Vermont.
•Language Skills. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to listen empathetically, and to articulate and translate complicated regulatory requirements into common and understandable language to parents and students.
•Mathematical Skills. Ability to analyze and interpret statistical information regarding a variety of student assessments, and to report these data in an understandable manner.
•Computer Skills and Experience. Experience and proficient computer skills in word processing, spreadsheet, and database programs required.
•Reasoning Ability/Mental Requirements. Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with a variety of abstract and concrete variables.
•Communication & Interpersonal Skills. Ability to communicate courteously, efficiently and effectively, verbally or in written form, with a variety of individuals, including students, faculty, administrators, parents, and representatives of outside organizations. Ability to work cooperatively and effectively with peers, subordinates, supervisors, parents, and state agencies.

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; and talk or hear. The employee is frequently required to reach with hands and arms. Ability to effectively handle stressful situations and resolve conflicts on a infrequent basis is required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Working Conditions.
While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet to moderate.
