Job Description And Duties
Under the general direction of the Supervisor II, the Supervisor I is responsible for the supervision and direction of activities of professional analytical staff. The unit is responsible for administering and maintaining the ongoing and recurring Business Programs associated with pay and compensation to support the statewide Personnel and Payroll systems and subsystems, and retirement reporting for over 294,000 state civil service, CSU and exempt employees.
The Supervisor I performs project related tasks and provides leadership to create a quality management environment where a team approach to problem solving and continual improvement processes are present. The incumbent shall foster and establish effective communications while guiding a team in managing or supporting multiple simultaneous strategic initiatives using methodologies and best practices of project management.
Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)
Provides effective direction and guidance to Unit staff performing highly complex duties to administer and maintain the ongoing, recurring, and exception based Business Programs associated with pay and compensation that are determined by collective bargaining agreements, side letters, legislation, and stakeholder direction in the Employment History and Payroll systems and subsystems. Work closely with the Department of Human Resources (CalHR), the California State University (CSU) Chancellor's Office, state departments/agencies, and other entities, to clarify business rules and processes. Assures that all projects, assignments, and work activities are planned, organized, conducted, and tracked to achieve optimum use of assigned resources, and that assignments are completed on a timely basis.
Prioritize, plan, and assign projects and tasks to staff based on the analytical skills, expertise, and program knowledge required to perform the assignments. Prior to start of assignments, ensures staff understands objectives and time constraints. Establishes and communicates expectations of performance that clearly convey staff's responsibility and authority. Checks progress of work to ensure timely completion and required level of quality. Reviews workload to ensure equitable distribution. Ensures the establishment and utilization of workload measurement systems to maximize staff effectiveness and efficiency. Resolve work schedule conflicts.
Guide staff and personally perform tasks related to program maintenance and operations for centralized personnel and payroll system maintained programs. This includes, but is not limited to, Deduction and Benefit programs, Production exception analysis, pay and compensation programs, Settlement processing, Reporting compliance, policy program Maintenance, and validation of business processes that help ensure accuracy of system generated payments. Tasks include, but are not limited to:
Program Administration: Perform program maintenance and operations activities related to centralized personnel and payroll system maintained programs.

- Maintain archival documentation programs and libraries (include updating manuals and guides).
- Conduct and/or review analytical studies and surveys.
- Perform business impact analysis and problem resolution. Identify key issues and recommended course(s) of action on all inquiries, Identify key issues and recommended course(s) of action on all project priority, activity, and status. Develop alternative solutions, and present recommendations to management.
- Identify, develop, and implement policy and system changes necessary to support ongoing and recurring programs.
- Review and analyze proposed legislation and advise management on the impact or potential impact.
- Develop and maintain business processes and procedures.
- Prepare internal and external stakeholder communications.
- Consult with section leadership team to ensure program alignment with division and bureau objectives and goals.
- Developing and manage project and implementation plans for existing programs and recurring that require assessment/review and modifications: Coordinate Mass update and exception processes, Determine Business criteria, develop test plans, and perform user acceptance testing.
- Work with information technology staff.
