Job Description And Duties

Under the general direction of a Supervisor I in the Personnel/Payroll Operations Bureau (PPOB), the Payroll Officer will function as the highly skilled expert for staff working in the Statewide Civil Service (CS) Audits Program. The incumbent will directly supervise and provide direction to a Senior Personnel Specialist and Personnel Specialists performing the duties on all aspects of personnel/payroll laws, rules, systems, programs, and processes.

The CS Audits program consists of eleven (11) staff that includes one (1) Supervisor I, six (6) Senior Personnel Specialist, three (3) Personnel Specialists, and one (1) Office Technician.

Duties Performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Plan, organize, and direct staff responsible for the activities related to the updating and maintenance of the Civil Service Employment History Data Base (EHDB). This includes directing the Senior Personnel Specialist in the most complex Civil Service Employment History related activities.
  • Function as the liaison between the specific Operations Units and the analytical staff as well as other control agencies.
  • Prepare and submit all annual performance evaluations, Individual Development Plans (IDPs) and probation reports meeting all deadlines for these reports.
  • Ensure, through the work of subordinate staff, that the program meets work performance expectations. Prepares weekly and monthly reports to management on the status of the program and significant activities. Track overtime and temporary help hours.
  • Review Personnel/Payroll Letters, Memorandums of Understanding and Technical Letters, Legislation, and new programs affecting the Civil Service EHDB functions.
  • Review outgoing correspondence prepared by subordinate staff.
