Analyst II performs complex analytical tasks relating to the provision of federal and state disaster assistance grant programs within the Cal OES Recovery Directorate. Performs a broad range of advanced journey level analytical tasks relating to financial, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Building Resilient Infrastructure and Communities (BRIC), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), Interagency Recovery Coordination (IRC), and other grant programs. Works under strict regulatory and administrative deadlines and acts with independence to maintain a routine workload and responds to short-term special projects and priority assignments. Formulates policies, procedures, grants, and makes recommendations on program-related issues and advises management on potential program alternatives and impacts. May also serve in a lead capacity over Analyst Is and program support staff.

This recruitment is hiring multiple positions in the following units:

Unit 550 - Hazard Mitigation Support Unit

Supports executive-level coordination and policy development across California’s Hazard Mitigation Section, helping align mitigation planning, grant programs, and statewide resilience initiatives. The position assists leadership with strategic initiatives, program oversight, and cross-division coordination to strengthen California’s approach to disaster risk reduction.

Unit 554 - Mitigation Planning Division

Supports the development and maintenance of California’s State Hazard Mitigation Plan and Adaptation Planning Guide while assisting local jurisdictions with the development and approval of Local Hazard Mitigation Plans. The position contributes to statewide mitigation planning efforts, policy development, and technical support for local partners.

Unit 555 - Resilience Branch Support Unit

Supports the Resilience Branch in integrating statewide mitigation planning with the implementation of hazard mitigation grant programs. The role assists with branch-level initiatives, coordination between the Planning and Technical Assistance Divisions, and efforts to advance community resilience across California.

Unit 556 - Technical Assistance Division

Supports statewide outreach and technical assistance for FEMA Hazard Mitigation Assistance programs, helping local jurisdictions develop competitive mitigation project subapplications. The role assists with program guidance, trainings, tools, and coordination to increase participation in state and federal resilience funding opportunities.

  • This is a 12 month Limited-Term position that may be extended up to 24 months and/or with the possibility of becoming permanent.**

Working Conditions

These positions are located in the Hazard Mitigation Section in Mather, CA.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience reviewing and analyzing technical reports, policy materials, contracts, or program documentation and synthesizing complex information into clear, actionable summaries.
  • Strong analytical and data management skills, including advanced proficiency in Microsoft Excel and experience using reporting or data platforms such as Smartsheet, SharePoint, dashboards, or similar tools.
  • Experience developing or maintaining reporting systems, dashboards, tracking tools, or workflow processes that improve transparency, organization, and decision-making.
  • Experience analyzing and improving business processes, including documenting workflows, developing standard operating procedures, or strengthening internal controls and compliance practices.
  • Strong written communication skills with demonstrated experience drafting reports, summaries, guidance materials, or other professional documents for diverse audiences.
  • Experience coordinating across internal teams and external stakeholders to gather information, meet deadlines, and support program objectives.
  • Familiarity with emergency management, resilience, public sector programs, or regulatory environments is desirable.
