Job Summary:

Under the general direction of the Accounting Administrator I (Supervisor), the Senior Accounting Officer (Specialist) is the primary contact for the processing of disaster related payment processing, tracking and reconciliation of complex disaster related transactions including reimbursement claims and/or state operations transactions. This could include tracking and reconciling transactions for the Disaster Response Emergency Operation Account (DREOA), cash reconciliation, federal grants and other federal trust fund disaster transactions.

Responsible for interpreting state and federal regulations associated with disaster related payments such as the California Disaster Assistance Act, Public Assistance Program, Hazard Mitigation Grant Programs, and the Fire Management Assistance Grants. A full understanding of these programs is necessary in order to effectively prepare reimbursement claims and federal reporting to the Federal Emergency Management Agency (FEMA) on a quarterly basis. The Senior Accounting Officer will be responsible for meeting regulatory and internal deadlines on all assignments. The Senior Accounting Officer will also help coordinate for mission tasking/DREOA during disaster events. The incumbent will perform a wide variety of consultative, advisory, research and evaluative duties in the areas of the federal reimbursement claims process, emergency management programs, federal regulations, and legislation pertaining to Cal OES's emergency management grant programs.

The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
