Job Description And Duties

This position will serve as the Program Analyst within the California Radio Interoperable System program, and will perform a variety of analytical functions to operate the program including the development of processes and procedures, conducting customer service with external customers, and preparing presentations, memoranda of understanding, and budget change proposals.

Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. This update affects the job title, your application will still be valid, and you may be hired under the new Analyst II title after January 1, 2026. For more information, visit the CalHR website. Public Safety Communications (PSC) serves the state of California by providing public safety communications to the state’s first responders and oversight of the 9-1-1 system to the people of California. The PSC is dedicated to the preservation and protection of human life and public safety by delivering reliable and dependable communication services keeping the public connected during times of crisis.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of data collection techniques for research and tracking activities.
  • Knowledge of proper spelling, grammar, punctuation, and sentence structure to ensure written materials are complete, concise, and error-free.
  • Knowledge in the development and implementation of statewide policies and procedures including participation in the rule-making process.
  • Knowledge of and ability to prepare budget change proposals and the state budgeting process.
  • Proficient in use of database software, Microsoft Office: Word, Excel, Powerpoint, Teams, and Outlook.

  • Excellent analytical and research skills.
  • Excellent interpersonal and communication skills.
  • Excellent organizational and presentation skills.
  • Ability to communicate information clearly and concisely, in writing and verbally to audiences with varying levels of understanding.

  • Ability to be flexible and work on multiple tasks simultaneously to ensure timely completion of projects and other work activities.
  • Ability to direct and guide customers and/or stakeholders on various State processes (e.g. websites, tools, programs, application processes) to provide information and/or resolve issues.
  • Ability to analyze situations and issues to make recommendations in order to gain efficiency and improve processes.
