**This is a 12 month Limited-Term position that may be extended up to 24 months and/or with the possibility of becoming permanent.**

The Watershed Mitigation, Coordination, and Outreach Unit supports state, federal, tribal, and local partners in addressing geologic and post-fire hazards that threaten life, property, infrastructure, and the environment. The Unit supports activities related to post-fire debris flows, flooding, landslides, erosion, sediment transport, and other geohazards through coordination, planning, emergency management support, outreach, and operational assistance.

Under the direction of the Program Manager I, the Analyst II performs a variety of analytical, administrative, operational, and program support functions in support of the Watershed Mitigation, Coordination, and Outreach Unit within the Recovery Directorate. The incumbent supports geohazard preparedness, response, recovery, and mitigation initiatives through program analysis, coordination, research, reporting, equipment management, and stakeholder support activities.

The Analyst II provides administrative and analytical support to Unit operations, including support activities associated with data coordination, operational tracking, field technology management, and program support workflows. The incumbent assists with maintaining and coordinating Unit equipment and resources utilized during trainings, activations, field operations, and Watershed Protection Missions.

The Analyst II independently researches and analyzes program issues; prepares reports, correspondence, briefings, and recommendations; tracks assignments and action items; and supports coordination efforts with internal and external stakeholders. The incumbent must exercise sound judgment, manage multiple priorities, communicate effectively both orally and in writing, and work independently or collaboratively in a fast-paced operational environment with changing priorities and deadlines.

Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience performing analytical, administrative, and program support work, including researching issues and preparing reports, correspondence, briefings, memoranda, and other written materials.
  • Strong organizational skills, with experience tracking and coordinating multiple assignments, projects, action items, and deadlines and maintaining accurate records and tracking systems.
  • Experience collecting, organizing, validating, and analyzing data and program information from multiple sources to support situational awareness, reporting, and decision-making.
  • Proficiency in the Microsoft Office Suite (particularly Excel and Word) and familiarity with databases, dashboards, SharePoint, Smartsheet, ArcGIS Online, or other tracking and information-management tools.
  • Experience coordinating equipment, inventory, supplies, or logistics, including maintaining accountability, documenting assignments and returns, and preparing resources for operations, trainings, or events.
  • Excellent written and verbal communication skills, with the ability to prepare clear, professional materials and communicate effectively with diverse internal and external audiences.
  • Demonstrated ability to work independently with limited supervision, exercise sound judgment, take initiative, and manage competing priorities in a fast-paced environment with changing deadlines.
  • Experience providing coordination, outreach, and customer service support to internal and external stakeholders, including partner agencies, local jurisdictions, tribal partners, and the public.
  • Familiarity with emergency management or disaster recovery operations, programs, or systems (e.g., SEMS, NIMS, or SOC/REOC/JFO operations) is a plus.
  • Ability to handle sensitive or confidential information with discretion, tact, and good judgment.
