Job Summary:

The Analyst II serves as a Fund Analyst within the FSU and is responsible for performing full journey fund-level analysis and reporting for the Department’s major and specialized funding sources. Under the general direction of the Supervisor I, the incumbent independently performs complex analytical work requiring the ability to research, interpret, and apply state and federal laws, budget acts, control section language, fiscal policies, and administrative procedures.

The Fund Analyst provides centralized oversight of fund condition, expenditure trends, and budget authority for major funds, including General Fund appropriations (e.g., 0380 and 0385), Local Assistance funding, and specialized funds such as the Public Safety Commission Revolving Fund and SETNA. The position supports executive decision-making by producing accurate, timely, and meaningful financial analysis and recommendations.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of governmental budgeting, accounting principles, and fund structures, including General Fund and special funds.
  • Experience performing complex financial or budgetary analysis, including fund condition monitoring and expenditure tracking.
  • Proficiency with financial systems, data analysis tools (e.g., Excel), and reporting tools used to support financial analysis and decision-making.
  • Ability to analyze data, identify issues or trends, and develop recommendations.
  • Strong communication and interpersonal skills, including the ability to work collaboratively with others.
  • Ability to manage multiple assignments, prioritize workload, and meet deadlines.
  • Strong problem-solving skills and attention to detail.
  • Ability to work independently and exercise sound judgment with minimal supervision.
  • Experience proactively improving processes, workflows, or reporting methods to increase efficiency or accuracy.
  • Ability to learn new concepts, tools, or systems quickly and apply them effectively without extensive guidance.
