What are the responsibilities and job description for the Research Scientist I (Epidemiology/Biostatistics) position at California Department of Public Health (CDPH)?
The California Department of Public Health (CDPH) is currently hiring for a Research Scientist I (Epidemiology/Biostatistics) within our Center for Infectious Diseases’ Office of Refugee Health.
The Office of Refugee Health works with impacted local health jurisdictions, health, providers, and voluntary resettlement agencies to provide culturally and linguistically-appropriate comprehensive health assessments, and other health services, to newly arrived refugees, asylees, victims of severe forms of human trafficking (federal-certified), and other eligible entrants to assist them in achieving self-sufficiency by becoming and staying healthy.

Responsibilities:
- Design and conduct scientific research studies of limited scientific scope and complexity to maximize use of enhanced disease surveillance strategies and informatics, and for the identification of disease trends amongst refugees and asylees in California
- Assist in the coordination and linkage of data from Medi-Cal, the Centers for Disease Control and Prevention’s Electronic Disease Notification System (EDNS), the U.S. Department of State’s Worldwide Refugee Admissions Processing System, and the Refugee Health Electronic Information System (RHEIS)
- Act as the technical scientific consultant to the Refugee Health Assessment Program (RHAP) to ensure that local refugee health programs (LRHP) comply with established guidelines during the delivery of post-arrival comprehensive health assessments for refugees, asylees, victims of human trafficking, entrants from Cuba and Haiti, and other eligible populations arriving in California
- Ensure and maintain the RHEIS as a reliable informational tool for program management by communicating with local health jurisdictions serving refugees; obtaining feedback about RHEIS data quality, reliability, validity, and data collection from LRHP; and making independent decisions in correcting data based on established protocols
- Serve as a team member in designing and conducting research studies of limited scientific scope and complexity using RHEIS and other data sources (e.g., Centers for Disease Control and Prevention, Division of Global Migration and Quarantine; U.S. Citizenship and Immigration Services; U.S. Census Bureau; California Department of Social Services, etc.); write papers and present findings at national, state, and local meetings; author manuscripts for peer-review publications; ensure compliance with the Health Insurance Portability and Accountability Act (HIPAA) requirements; and maintain RHEIS Policies and Procedures
Desirable Qualifications:
- Minimum of one (1) year of research experience in a field relevant to Epidemiology/Biostatistics
- Proficient in SAS or R programming language
- Previous experience in program evaluation and monitoring, as well as working with state and local public health partners
- Ability to communicate effectively (both orally and in writing)
- Ability to prepare scientific reports; provide persuasive and skilled leadership to other staff in scientific research, principles, and methods; apply professional scientific knowledge and administrative ability to resolve a variety of situations; analyze situations accurately; and take effective action
