About this Role:
In this role, the OCR Supervisor I is responsible for overseeing the intake and investigation of discrimination complaints within DHCS and its contracted agencies. This includes matters related to Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA), Section 1557 of the Affordable Care Act, and other applicable federal and state civil rights laws. The position supports OCR’s Language Access and Civil Rights Compliance (CRC) programs by ensuring adherence to civil rights requirements and regulatory standards.
The incumbent investigates allegations of discrimination involving Medi-Cal applicants and beneficiaries, including concerns related to eligibility, benefits, and services provided by DHCS, managed care plans, county health plans, and contracted providers. The analyst also reviews discrimination grievance reports submitted by these entities.
This position serves as the Department’s Reasonable Accommodation (RA) and Religious Accommodation (RE) Coordinator, providing timely and effective guidance to DHCS staff and the public. The analyst manages complex, sensitive, and confidential RA/RE requests and works closely with the Procurement and Contracting Division throughout the contracting and procurement process. Responsibilities also include managing OCR agreements, conducting reviews and analyses, preparing invoices for payment, and monitoring expenditures on contracts and purchase orders.
Additional duties may include coordinating bilingual services, supporting the annual Workforce Analysis (WFA), assisting with the Upward Mobility Program (UMP), serving as OCR’s liaison for executive-level drills, and acting as a backup liaison to the Disability Advisory Committee (DAC). Travel statewide, including overnight, of up to 10% of the time by airplane, train, automobile, and other transportation methods may be required to perform job-related tasks. Travel-related duties are dependent upon workload and operational need.

Telework Information
