Final Filing Date: 4/20/2026 Application Methods: Electronic (Using your CalCareer Account) By Mail Drop-off Job Description and Duties Under the direction of the Supervisor I, Administrative Section, Personnel Liaison Office, the incumbent will be responsible for performing a broad range of complex analytical assignments related to training coordination and the personnel administration of the Division of Unclaimed Property Program. The Analyst II provides consultative services to staff and Division management in personnel, training, recruitment, staff development areas, and participates in various management analysis assignments. Duties Performed: (Candidates must perform the following functions with or without reasonable accommodations.) Act as the training coordinator for the Division’s Centralized Training Program. Facilitate the development and implementation of a process to determine non-PC required and/or desired training opportunities for staff; establish guidelines and procedures for supervisors in maintaining training profiles and submission of training requests; allocate training dollars to ensure staff are enrolled in mandatory training. Act as liaison between the division and the department training offices to locate and assess cost-efficient, quality training. Act as the benefit coordinator for the Division’s staff and management team. Ensure California Public Employee’s Retirement System (CalPERS), State Personnel Board’s (SPB), and California Department of Human Resources (CalHR) policies are adhered to. Keep management team apprised of personnel matters and/or concerns. Explain civil service laws, rules, departmental personnel policies, and procedures to staff and upper management. Provide training, guidance, and consultation to the Division of Unclaimed Property managers and supervisors on personnel issues, including attendance, personnel transactions, recruitment, classification changes, and promotional employee actions. Develop, conduct, and facilitate on-boarding training presentations for managers and supervisors. Provide training and on-boarding education and materials to staff, managers, and supervisors. Maintain manager, supervisor, and employee handbooks to ensure up-to-date information. Maintain spreadsheets and reports that track associated costs necessary for budget projections, budget maintenance, and other budget related purposes. Project the Division’s salary expenditures for each fiscal year using the Division’s Salary Projections spreadsheet. Update the spreadsheet on a bi-monthly basis using salary reports from the Departmental Accounting Office to efficiently and accurately document, compile, and track overtime hours, salary reductions, and associated costs necessary for budget projections, budget maintenance, and for other budget-related purposes. Work with the HRO to clarify any salary issues or questions that become apparent while completing the bi-monthly Salary Projections spreadsheet update. Collaborate with the Division’s Budget Analyst as needed regarding projected salaries and overtime. Prepare salary projections for the Budget Office for mid-year and third-quarter projections. Maintain an overtime projections spreadsheet when UPD employees are working paid overtime using data submitted by UPD management and report these overtime projections to UPD’s Division Chief. Independently conduct and complete the complex special projects relative to improving policies and practices. Participate and may act as lead on personnel related work projects to analyze problems, issues, and concerns affecting the Personnel Liaison Office. Assist in formulation of division policies and procedures. Consult with the HRO to ensure consistency with department policy. Assist the Supervisor I and personnel analysts to monitor and analyze current processes, procedures, and systems. Serve as backup to the Recruitment Analyst and Disability Analyst. Recruitment Analyst duties may include evaluating pre-employment documents to ensure compliance with laws, rules, regulations, and CalHR’s Best Hiring Practices. Coordinate and process all necessary required paperwork for new hires. Prepare job announcements for vacancies within the Division, for proper format, and for complete and accurate information, adhering to the guidelines established by the Equal Employment Office (EEO) and HRO. Disability Analyst duties may include assisting management and staff on FMLA, worker’s compensation, State Disability Insurance (SDI), Leave of Absence (LOA), and return to work. Coordinate and monitor Reasonable Accommodation requests and services related to employees with disabilities. Train new staff in the Personnel Liaison Office. Prepare workload, statistical and program management reports. Coordinate and maintain confidential and administrative files. Serve as a backup Physical Security Representative liaison between the Division and the Information Security Office. Identify and maintain records of employees with access to various units in the Unclaimed Property Division. You will find additional information about the job in the Duty Statement. Working Conditions This position is located in Rancho Cordova on White Rock Road, between Mather Field Road and Zinfandel Drive just off US 50 offering free parking is situated in the family-friendly suburbs of Sacramento. There is an abundance of nearby shopping centers and dining options with public transportation accessible nearby via Sacramento Regional Transit’s bus and light rail systems. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
