The City of Mesquite, Nevada, seeks an experienced, visionary, and collaborative leader to serve as its next Development Services Director. Reporting directly to the City Manager, this executive-level position oversees the City's planning, zoning, building inspections, business licensing, code enforcement, growth management, and development review functions. The Director leads departmental operations, manages professional staff, administers the department budget, and serves as a key advisor to the City Manager, City Council, Planning Commission, and other advisory boards.

Mesquite is a growing southern Nevada community known for its exceptional quality of life, business-friendly environment, and commitment to thoughtful, sustainable development. The successful candidate will play a critical role in implementing the City's General Plan and Unified Development Code while guiding future growth and economic development initiatives.

Key responsibilities include directing planning and zoning programs, overseeing subdivision and development review processes, administering building and business licensing services, managing code enforcement activities, coordinating cross-departmental development services, negotiating public-private partnerships, evaluating planning legislation, and representing the City before regional agencies, stakeholder groups, developers, businesses, and residents. The Director also serves as a leader in environmental sustainability initiatives and long-range community planning efforts.

The ideal candidate will possess strong political acumen, exceptional communication and relationship-building skills, and a demonstrated ability to lead in a dynamic municipal environment. Candidates should have experience working with elected officials, development stakeholders, and the public while balancing community interests, regulatory requirements, and strategic growth objectives.

Minimum qualifications include a bachelor's degree in urban planning, public administration, or a related field, along with five years of progressively responsible experience in a municipal planning or building department, including at least four years in a management role. A master's degree is strongly preferred. AICP Certification is required within one year of appointment. Preference may be given to applicants possessing qualifications above the minimum.
